Responsibilities:

Supervises, directs, and evaluates assigned staff. Plan,municate and provide a strategic vision and direction for the Planning and Development Department. Provide the leadership necessary to meet the City’s current and long-range needs Work with the Assistant City Administrator, Deputy City Administrator, City Administrator, City Council, various Planning boards andmissions, other City departments and the public on planning and development issues. Ensure timely preparation andpletion of presentations for boards andmissions. Evaluate Department procedure regarding rmendations and implement changes to ensure efficiency andpleteness. Develop training programs that improve the functioning of boards. Attend City Council, Review Boards, Board of Zoning Appeals and Planning Commission meetings. Communicate with City Council regarding actions of development boards. Work with Council to find solutions to development issues; head up task forces and develop rmendations. Advise Council on development, environmental, urban design, and infrastructure planning issues. Provide rmendations to Council regarding appropriate planning methodologies. Evaluate proposed development projects and determinepliance with City policies, objectives, and ordinances.
Work collaboratively with other City departments, developers, design professionals and contractors to ensure that new construction meets City development objectives. Articulate City policies to the public. Provide guidance and rmendations to achieve City development objectives. Make rmendations to the development process to achieve appropriate,pliant development. Apprise Planning and Development staff regarding rmendations to ensurepliance with City policy. Coordinate with other departments regarding potential developments. Facilitates and implements the long- and short-range plans for the City, its business districts, corridors, and neighborhoods. Identifyplex obstacles to appropriate development growth and advance innovative and creative solutions to ovee them. Supervise and advise staff on appropriate Comprehensive Plan amendments. Oversee management of the design and construction of structures within the city.
In conjunction with the Building Codes Official, assist the City Attorney in preparation and presentation of City ordinances related to building codes; when necessary work with attorney to prepare building code related cases. Provide briefings to City Council on building code policies and issues. Coordinate with Building Codes Official and City Attorney’s Office on legal problems,pliance issues, policy interpretation, lawsuits, subpoenas, etc. Develops, manages, and monitors the department’s annual budget. Interprets and explains codes, ordinances, and regulations to contractors, homeowners, and other interested parties. Responsible for ordinance preparation, review, scheduling, and presentation of Code revisions and updates to Council prior to adoption. Schedules public hearings and maintains library of codes adopted for public inspection. Responsible for maintaining required CEU’s to maintain state and ICC registrations. Create, maintain, and promote Code Enforcement Policy. Train and supervise staff responsible for enforcing codes and ordinances including state statutes and laws. Create and maintain standards for approving violations and summons notices.
Train and support staff responsible for testifying at court hearings and meeting with violators to negotiate ways toe intopliance. Train and develop staff to meet with and answer questions regarding code interpretations, permit approvals from developers, architects, engineers, and citizens. Train, develop, and monitor staff responsible for assisting departments with potential ADA issues, inspecting facilities forpliance and reviewing corrections. Supervises Code Enforcement Staff. Train, develop, and manage staff and the process for enforcing nuisanceplaints,pliance, and enforcement of the International Property Maintenance Code including condemnation of properties and issuing orders that structures mustply with adopted code and /or be vacated. Train and support staff responsible for preparing cases for courts and overseeing all legal requirements for abatement. Train, develop, and monitor staff responsible for coordinating and assisting the Fire Marshal – including responses to emergencies after hours. Supervises Planning & Zoning Team – Manages the development and implementation of the City’s Unified Development Ordinance, the Comprehensive Plan and other codes and ordinances. Provides staff support to various boards andmissions. Manages technical andplex cases; ensures work quality and adnce to established policies, procedures and timelines and performs the more technical andplex tasks relative tof.

Job Requirements:

Bachelor’s degree in planning, construction management, engineering, or related major. Eight (8) years of progressively responsible professional experience in planning or closely related field; or an equivalentbination of experience, education, and training. Six (6) years of supervisory and administrative experience

Monday-Friday 8am-5pm; any additional hours as needed

Salary:

Minimum salary $88,444 a year, dependent on experience
