Responsibilities
To manage land planning, due diligence and entitlement efforts for division projects. Primarily responsible for projects immediately after Land Acquisition obtains Corporate approval. Manages and directs all aspects of the design and entitlement process for new communities, including General Plan Amendments, Zone Changes, Tentative Subdivision Map approval, and Clearance Document certification. Supports Land Acquisition’s due diligence effort by preparing preliminary site plans, analyzing site development costs, assisting in the preparation of Corporate Approval Packages, and other tasks.
FUNDAMENTAL JOB DUTIES/RESPONSIBILITIES
Responsible for site planning and securing Land Use Entitlements from governmental jurisdictions for properties for which the Company has opened Escrow.
Negotiate with government agencies to secure approval of General Plan Amendments, Zoning Changes, Tentative Maps, certifications, Design Review, and other discretionary approvals.
Responsible for project “pro-forma” support and refinement, including determination of current agency fees, consultant costs and design and processing schedules.
Review survey/title issues and evaluate the overall technical, political, and financial feasibility of a potential project.
Manage preparation and verification of preliminary site development budgets
Negotiate contracts for services to be performed by outside consultants, including architects, civil engineers, landscape architects, soils engineers, and political consultants.
Coordinate with Division staff to ensure that land plan and product design satisfies Division requirements regarding vertical construction, architectural design, lot fit, utility locations, and access for sales and production start.
Coordinate preparation of final site and amenity plans with architect/engineer consultants. Prepare conceptual amenity plans for proposed developments.
Supervise/coordinate with outside consultants including: architecture, civil engineering, landscape architecture, soils engineering, environmental analysis, and EIR in preparation of required construction applications.
Review engineering estimates and work directly with engineers and municipalities in the design and processing of civil plans.
Prepare, and/or review all easements, and partnership, development, governmental agreements, and legal documents
Make presentations to municipal decision-making bodies and other government entities.
Meet with brokers, land sellers, consultants, title companies and public officials to move projects forward.
Secondary/Associated Responsibilities:
Special projects and assignments, frequent and ongoing
Maximize the Company’s image in the communities in which it operates through positive Interactions with various business and governmental officials.
Qualifications
Bachelor’s degree in Civil Engineering, Urban and/or Regional Planning, Real Estate Development, Business Administration or Construction Management preferred. HS Diploma required.
Five years of experience in the residential development industry
Five years of experience in community entitlement process; experience negotiating with public agencies
Strong management capabilities with experience managing people, department operations, budgets and pro-formas, and a track record of managing and growing a strong team.
Advanced computer skills with expertise in Microsoft Windows Office Applications, including Excel, Outlook, and Word
Candidate must have excellent writing skills.
