The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department. The residency exemption for public safety/civil service employees does not include Appointed positions with Sheriff’s Office, Division of Corrections or the Fire Department. Position Summary Works under general supervision of the Administrator of the Regional Transportation Planning department to assist in the development and implementation of transportation planning programs in the Memphis region. Works closely with public transportation providers, local governments, social service agencies, advocacy groups, and local communities to implement transportation projects funded through federal programs.
Pay Grade:
51 Salary Commensurate with Experience and Education Minimum Qualifications 1. Two (2) years of experience in transportation planning, or urban planning; AND 2. Bachelor’s degree from an accredited college or university in transportation, urban planning, engineering, environmental science, landscape architecture, geography, or closely related field; OR 3. Master’s degree from an accredited university in transportation, urban planning, engineering, environmental science, landscape architecture, geography, or closely related field, preferred. 4.
PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities 1. Prepares and coordinates Metropolitan Planning Organization (MPO) functions, long range transportation planning, bike ped planning, transit planning, freight planning, travel demand forecasting (TransCAD), Geographic Information System (GIS) analysis, and performance-based planning. 2. Develops and presents technical information to a wide variety of audiences as related to transportation planning. 3. Collects, analyzes, and interprets social and statistical data for various planning and area studies related to transportation planning. 4. Prepares maps, charts, models, sketches, and other graphic and visual presentations to illustrate study findings. 5. Attends and conducts MPO planning meetings and responds to public inquiries in person, on the phone, or in writing. 6. Conducts research on transportation-related legislation and policies. 7. Prepares summaries, narrative statements, and analyses of the pertinent technical facts reported in project studies. 8. Assists with research and data analysis for special projects. 9. Performs other related duties as required or directed. KSA’s 1. Ability to work with relational databases, spreadsheet software, geographic information software (ArcGIS) and other software systems as needed (e.g., MS Office, Sketch Up, Adobe software). 2. Knowledge of channels to use in obtaining and disseminating information. 3. Ability to develop a plan and work schedule for assigned projects and to implement projects and manage transportation monitoring databases. 4. Ability to evaluate planning projects for technical validity and prepare analytical reports. 5. Ability to explain technical data to a variety of audiences. 6. Knowledge of statistics, and research procedures and sources. 7. Ability to build a consensus with strong written and oral communication skills as required. 8. Ability to establish and maintain effective working relationships with internal and external customers. 9. Ability to work independently or in a team environment 10.
