Description:

Position Summary Directs the design, development and maintenance of transformational Business Intelligence (BI) solution strategies that support LOPA’s business processes. The Director of Business Intelligence will work directly with all levels of management and functional areas to ensure alignment of BI solutions with the agency’s overall strategic objectives. This position utilizes data analytic techniques to support informed decision making and drive transformational change throughout the agency change. Directs all aspects of the BI department, including long term strategic planning, policy development, regulatory compliance, budget management and performance management of employees. Essential Functions Designs, develops, and maintains transformational BI solutions.

Utilizes BI solutions:

including traditional data mining, analytics and reporting tools and techniques. Employs transformational BI solutions including advanced statistical modelling tools and techniques used for predicting and improving clinical outcomes. Identifies necessary internal and external data for both the traditional reporting function and advanced predictions. Utilizes BI tools and techniques to establish and support user-friendly access to data resources across the Agency. Establishes and maintains a centralized BI catalog for dissemination of dashboards, standard reports, key performance indicators, trending, scorecards, history, etc. This includes working with internal and external stakeholders to design and maintain dashboards and reports. Responsible for providing accurate and concise reports which equip agency leaders with the data necessary to make informed decisions. Participates in the development of key performance indicators; designs easy to use BI solutions which equip subject matter experts to identify opportunities for improvement and drive agency-wide transformation. Ensures data resources are accessible to decision makers on a self-serve basis Under the guidance of the Chief Strategy Officer, leads the BI program Meets routinely with the Chief Strategy Officer to review projects, goals, requests from other departments and any other significant concerns. Develops recommendation for BI project prioritization to ensure timely response to requests for new or revised internal and external reports. Accountable for providing leadership and independent initiatives in facilitating information gathering, structured documentation and presentation of findings to all levels of management. Keep up to date with organ and tissue industry regulations, standards, guidance and requirements such as those promulgated by external regulatory agencies including CMS, FDA, OPTN, and HIPAA as related to primary job function. Keep up to date regarding trends in BI, artificial intelligence, machine learning, Data Science and statistics. Assists in the development and execution of the LOPA’s strategic plans, developing goals and tactical plans to assist in meeting objectives of the agency Perform other duties as assigned Collaborates with IT to ensure technical components and infrastructure are in place to support the transformational Business Intelligence function Facilitates data auditing and accuracy processes Collaborates with industry and internal partners to innovate data techniques, metrics and reporting processes In collaboration with IT partners with Performance Excellence, Quality Systems, and stakeholders to analyze and define data requirements needed to support business processes; verify accurate data reporting; integrate data requirements throughout the data systems and development of business operations performance solutions Identify mobile business intelligence solutions for information dissemination to field staff and management Collaborates in support of innovating data techniques, security, metrics and reporting processes Manages the selection, training, development, and performance of assigned staff to retain a motivated, professional workforce for the company Recruits, interviews and selects applicants for department, including job description development and maintenance. Establishes and communicates job responsibilities and performance expectations to assure mutual understanding of desired results. In collaboration with HR, identifies training and/or development opportunities that will assist the employee in achieving enhanced job performance and/or career objectives As defined by HR, routinely uses available data to assess employee performance. Constructively coaches and counsels for success to optimize employee performance. Ensures employee compliance with all HR policies. Creates and fosters positive professional relationships for enhanced collaboration with internal and external customers, partners and stakeholders. Reviews and approves time cards and expense reimbursement of direct reports. Conducts regular department meetings. Job Role Expectations Utilizes data to establish, assess, and manage overall performance of BI department. Oversees the development, revision, and maintenance of policies and procedures for BI department. Works with the executive team in development of the budget for BI department Participates in assigned leadership meetings/training. Effectively manages people and processes. Work Environment Possible exposure to communicable diseases, bloodborne pathogens, airborne illnesses, hazardous materials, pharmacological agents with little likelihood of harm if established health precautions are followed. May, at times, have exposure to blood, packaged organs and tissues for transplant and/or research in a hospital setting or while in the office. Possible mental and visual fatigue associated with detailed work. This position requires travel, as needed. Typical work hours are Monday-Friday 8:30am to 5:00pm with flex time available at the discretion of the direct supervisor.

Requirements:

Education and Experience Bachelor’s degree from four-year college or university in information systems, data analytics or similar field. Master’s degree preferred. 2+ years leading teams 7+ years in corporate environment using data reporting tools to support a business interest

Knowledge, Skills & Abilities Required:

Hands-on experience with business intelligence, data architecting, data mining, large scale data modeling, and business requirements gathering / analysis. Knowledge of business statistical analysis techniques and machine learning functionality and services. Contribution to data governance efforts, including documenting data sources, definitions, and business logic for reporting accuracy and consistency. Understanding of Microsoft SQL Server database platform and SQL Server reporting and Analytics Services (SSRS, SSAS, and SSIS). Ability to access and integrate data via APIs, including support for cloud-based applications and automation platforms. Experience with BI tools such as Tableau, PowerBI, R Studio, Qlikview, or others in this class. Working technical experience supporting multi-gigabyte data warehouses. Exceptional analytical, mathematical, and creative problem-solving / trouble-shooting skills Uses quantitative and qualitative information to develop strategies, plans, policies and solutions. Strong critical thinking / analytic capabilities with the ability to translate insights into strategies and plans aligned with agency goals and objectives to solve problems and transform performance. Experience working in Microsoft Office and Google Workspace environment. Excellent interpersonal communication in both verbal and written mediums; ability to effectively present information in one-on-one and small group situations. Preferred:

Exposure to legacy reporting tools, such as Crystal Reports (via rePortal) and understanding of when to use SSRS for advanced formatting needs. Understanding and application of Row-Level Security (RLS) and report-level permission management. Experience using Git or similar tools for version control of SQL scripts and BI assets. Certified Business Intelligence Professional (CBIP) highly desired. LEAN and/or Six Sigma knowledge. Knowledge of big data tools and systems such as Hadoop, MapReduce, NoSQL. Familiarity with utilization and integration of SaaS environment databases. Familiarity with network architecture and performance requirements. Technical knowledge of network, PC, and platform operating systems; including Microsoft and Google products, IE, visual studio, TFS, and others.
