Position SummaryThe ChiefInformation Officer (CIO) serves as the principaltechnology/information security, quality, and data/data analyticsleader for CrescentCare. The role leads the strategic vision forinformatics, data analytics, Quality, HIT, IT, and informationsecurity. The CIO is a critical member of the senior leadershipteam and oversees all aspects of CrescentCare’s technology needsfrom both a long-term strategic perspective as well as day-to-daybusiness needs. The CIO oversees the partnership development andmanagement of CrescentCare’s internal and external technologyrelated projects and activities, including the organization’s HITStrategic Plan, Quality Plan, and Technology and InformationSecurity Plans.

Key Duties and ResponsibilitiesStrategic Evaluates and advises the organization’s leadership onstrategic priorities to ensure the technology stability of theorganization and that the delivery of healthcare service programscontinues to respond to the needs of both patients and thecommunity at-large. Keeps abreast of changes in the economic environment andinforming leadership and Board members of new developments;analyzing changes in services across all facets of theorganization, working with leaders to strategize and position theirprograms; building relationships with key professionals. Develops and monitors productivity in department. Evaluatesmonthly informatics and productivity statistics and identifiestrends for leadership review. Provides leadership in the development and the continuousevaluation of short and long-term strategic technologyobjectives. Provide recommendations to strategically enhance informationsystems performance and business opportunities. Evaluates and advises on the impact of long-range planning,introduction of new programs and strategies, and regulatoryaction. Participates as a member of the agency’s senior leadership teamin strategic planning and organizing agency-wide initiatives andprojects. Knowledgeable about issues and current practices relating tohealth care High level of understanding of area resources and systemicbarriersInformation Technology Oversees all IT related projects for the organization Oversees all IT inventory and IT procurement process. Works with all departments to provide IS services andresources. Ensures up-to-date and appropriate technology and applicationstraining is provided organization wide Ensures LMS (Learning Management System) is updated andavailable for organization wide virtual training andcompliance. Oversees the development and implementation of the organizationTechnology and Information Security Plans.

Data & Data Analytics Responsible for the data analytics of the organization Develops strategic plans, policies, and procedures to drivequality improvement initiatives across the organization. Ensures the development of routine, accurate, timely andmeaningful data for the organization to use to improve healthoutcomes and drive sound business decisions in impactful ways Oversees the implementation and administration all dataanalytics and visualization systems Responsible for the integrity and security of all theorganization’s data and databases. Oversees the administration and optimization of all electronichealth record systems for the organization to help improve thedelivery of patient care. Oversees the development and implementation of the organizationData Plan.

HIT Responsible for all projects, enhancements, security, andchange management related to all electronic health records systemsfor the organization. Oversees the day-to-day functionality and availability of allelectronic health records systems.

Quality Ensures appropriate Quality tools and surveys are available tomeet all organizational needs. Ensures IT, HIT, Data, and Quality strategies and processessupport organization-wide goals. Serves as the Security Officer for the organization. Workclosely with the Privacy Officer to address HIPAA issues andconcerns. Oversees the development and implementation of the organizationQuality Plan

ACCOUNTABILITIES

(The “deliverables”, specificactivities or key tasks staff member is expected to perform)IT Select and implement appropriate technology and infrastructureto streamline all internal operations and help optimize theirstrategic benefits. Develop and oversee the IT budget for the organization Analyze the costs, value, and risks of information technologyto advise senior leadership team and suggest actions Establish systems and processes to evaluate the return oninvestment from technologies in order to select the right tools forthe business. Develops and successfully implements organizational policies,procedures, and best practices related to IT and informationsecurity Ensures successful onboarding, training offboarding of allstaff, contractors, interns, and volunteers in the electronichealth record and all organizational electronic systems.

Quality Oversees the quality department of the organization Staffs the Quality Committee of the Board of Trustees Oversees the staffing and facilitation of the Consumer AdvisoryCommittee Oversees the Quality programs and initiatives of theorganization to implement process improvement measures, improvehealth outcomes, and meet organizational goals and otherrequirements. Ensures delivery and analysis of patient satisfaction survey(s)and uses the results to drive quality improvement initiatives. Ensures regular reports and statistics are provided on CQMs(Clinical Quality Measures) for the organization.

Data & DataAnalytics Responsible for annual submission of UDS and RSR on behalf ofthe organization Responsible for monthly Ryan White A data and invoicing Responsible for developing or optimizing methods of datacollection, extraction, and analysis as needed to meetorganizational requirements and goals. Develops strategic plans, policies, and procedures related toorganization-wide data integrity, accuracy, and integrationHIT Implements and oversees the maintenance of all external dataconnections to all electronic health record systems for theorganization.

Other Develops a yearly workplan Fosters and maintains good working relationships with vendors,partners, funders, and the community. All other duties as assigned.
