General Information Organization Overview
Smart Start of Mecklenburg County (Smart Start or SSMC) is a Charlotte-based non-profit that funds local programs for children ages birth to five and their families. Theanization is a catalyst for improving the lives of the 85,000+ young children in ourmunity, with a focus on health, family, early education, and literacy. We mobilize resources and e partnerships to support evidence-based policies, practices, and programs to ensure all children enter kindergarten healthy and ready to succeed.
Smart Start has a budget of over $35 millionprised of funding from the state of North Carolina, Mecklenburg County, and private donations and grants. SSMC funds approximately 25 programs annually serving over 25,000 young children and their families and administers Mecklenburg County’s MECK Pre-K program, which provides free Pre-K to children in themunity. SSMC also operates programs and campaigns internally, including Dolly Parton’s Imagination Library, Guiding Parents to Services, Ready4K, and The Basics Mecklenburg and Parent Powered . Theanization is also the leader in research, data, convening and collaborating on issues related to children Prenatal-to-five in the Greater Charlotte area.
Position Summary
The Program Data & Impact Specialist assists the Chief Impact Officer, Program Director, and Strategic Initiatives Director with tasks related to the awarding and distribution of North Carolina Partnership for Children (NCPC) funding. This detail-oriented, relationship-focused position will work closely with SSMC funded partners through the annual application process, monitoring, and ongoing data management. The position will also support the Chief Impact Officer and Program team with data management. This role builds, maintains, and trains new staff in Apricot and WizeHive platforms, and will manage and extract data for impact reports.
Essential Duties and Responsibilities Program Monitoring & Evaluation
Assist Program Director with setting up evaluation plans in
Responsible for collecting and reporting quarterly evaluation
Serve as a liaison for DSP’s and Innovation Grant
Assist CIO, PD, and Strategic Initiatives Director with special/strategic projects, as
Conduct annual monitoring of direct service providers for grant/CADpliance, according to requirements of NCPC.
Annual Request for Allocation Process
Support the Program Director and Community Investment Committee (CIC) in preparing the online application software (currently WizeHive) to receive annualmunity requests for funding.
Serves as administrator of online grants management platform.
Set up and manage the backend of application program system to ensure accurate data collection andpletion of review process.
Review funding applications forpleteness and accuracy
Provide technical assistance to applicants, review teams, and Board members.
Organize and schedule application Review Teams and assist with online Reviewers Portal.
Complete annual administrative duties as necessary for CIC requirements.
Ensure the accurate recording and maintenance of CIC meeting minutes.
Data Management
Administrator in Apricot – oversee development and ensure effective data
Assist DSP and internal program and Meck PreK staff with Apricot questions and
Implement strategies for data storage, archival, and retrieval (July and August for DSP/MPK)
Assessing, managing, and maintaining data quality across ouranization, including working with departments to ensure that data is consistently accurate and meets regulatory requirements.
Assist CIO with the development of the Funded Programs Oue
Implement security protocols to ensure safe data handling and
Represent SSMC as a Data Trust Partner for the Charlotte Data Trust at UNC
Attend Charlotte Data Trust
Fulfill SSMC’s obligations as a Data Trust Partner
Annually update SSMC’s data sharing documents (Enterprise Memorandum of Understanding. Security Policy, Data Sharing Agreement, Data Use License)
Serve on the Trust’s Data and Research Oversight Committee
Education, Experience, and Other Job Functions
Education and Experience Required for Position
Education and/or

Experience:

A 4-year degree in business, information technology orputer science preferred but not required; two (2) years related experience; or six (6) years equivalentbination of education and/or experience; non-profit experience preferred.
Familiarity with modern database and information system technologies, including Apricot and Social
Data analysis skills, ability to understand how to run
Ability to solve practical problems and deal with
Ability to set priorities, meet deadlines, follow-up and plan the
Knowledge of and experience with federal, state and localernment budget, contracting and/or accounting procedures, including North Carolina state practices.

Position Type/Expected Hours of Work
This is a full-time, exempt position, with a high degree of flexibility, including remote work opportunities. Occasional evening and weekend work may be required as job duties demand.
Location & Travel
This position is based in Charlotte, NC with a minor amount of travel. Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
