Program Analyst Defense Enterprise Solutions (DES) Huntsville, AL 35898 General Description. This position supports U.S. Government program office by procuring and converting weapons to naval application, coordinating with various divisions of the U.S. Army for the U.S. Navy, as well as with other internal and external agencies, such as Program Executive Offices, Department of the Navy commands, Department of the Army Commands, and Defense Contractors. Interface daily with military and civilian personnel and other contractor personnel in a multi-service, team environment. Act as a liaison for the U.S. Navy, representing their unique requirements, to the U.S. Army program office that procures and are the technical experts for the weapon system. Responsibilities. Prepare and manage various documents such as monthly acquisition reports, munition expenditure rates, significant activity updates, acquisition plans and reports, information papers, and executive summaries. Provide technical support for life cycle management efforts of Littoral Combat Ship (LCS) weapons systems, Longbow Hellfire missile and MK-210 Missile Launcher for PMS-420 to the Program Office for domestic and foreign customers. Ensure design supports the Life Cycle Sustainment Plan to control life cycle costs while ensuring product and associated supporting systems performance throughout its lifecycle. Provide technical expertise to assess readiness and support the conduct of U.S. Army or U.S. Navy program and production reviews in support of U.S. Navy requirements. Likewise, monitor, observe, witness, facilitate, coordinate, and report on tests, technical demonstrations, technical special investigations, technical inspections, and other audits. Assist in recommending and procuring parts to field the Depot Maintenance and overhaul procedures for the MK-210 launchers. Participate in reviews and configuration boards to represent U.S. Navy specific requirements while capturing configuration changes to products. Use the MEARS web-based site to document and ensure U.S. Navy voting members comment and approve of any change proposals, revisions, requests for product in production acquired by the U.S. Navy and their foreign partners. Serve as the subject matter expert for Naval usage, maintenance concepts, repair procedures, and troubleshooting of those weapons systems procured by the PMS-420 Program Office. Ensure all items used in testing are properly packaged, shipped under the prescribed method, accounted for using proper receipt and transport paperwork complete to maintain a chain of custody while protecting the assets. Conform to Department of Defense, U.S. Army, and U.S. Navy Information Assurance and Cybersecurity standards. Provide technical expertise in the requisition of repair parts. inventory becomes insufficient. Participate during test and evaluation, production and construction, operation, maintenance, and disposal and recycling of systems and equipment. Ensure to influence the reduction of life cycle sustainment costs, reduced manpower requirements, increased reliability, availability, and maintainability, transportable by existing capabilities, use of standard tools, test equipment, skills, training, packaging, and facilities. Provide technical expertise to identify opportunities to drive down the logistics cost in terms of manpower, spares and downtime while adapting proven advanced technologies to enhance performance and reliability, reinforcing standardization, commonality, and interoperability initiatives, corrosion reduction, environmental compliance, and have minimal adverse impact to the user. Serve as logistics subject matter expert to capture U.S. Navy processes to ensure minimal tool use and maintainers. Research and provide methods to simplify procedures and reduce time to repair for all weapons systems. Use web-based tools to capture pertinent information in support of this effort. Facilitate the procurement of M299 missile launchers using the program office’s contract vehicle. Coordinate through test center and engineering command for conversion into a MK-210 missile launcher. Manage recurring office meetings, agendas, tasking requirements, product development, and administrative documents. Requirements. Current Secret Security Clearance. At least 10 years’ experience in weapon system acquisition including development, testing, life cycle maintenance, and program management. At least 10 years’ experience with Hellfire missile function, publications, launchers, and storage. At least 3 years working on non-standard Hellfire launchers to include Littoral Combat Ships. Possess a Bachelor of Science or 20 or more years of military and/or weapons acquisition experience may be substituted. At least 3 years of military experience in weapons loading, handling, and reporting military occupational skill. At least 10 years’ experience in web-based weapons management tools to include All Weapons Information System (AWIS), Ordnance Information System (OIS), Naval Ordnance Safety and Security Activity’s (NOSSA) web site, and Navy Technical and Engineering Command’s (NATEC) technical directives and manual web site. Experience in preparing written communications and oral presentations. Proficient in Microsoft Office Suite, including Teams and SharePoint. Detail-oriented with a high level of accuracy in work output.
