Description of Work This Position Is Eligible To Be Fully Remote, With Some Requirements To Report Into Raleigh, North Carolina For Meetings And Duties Requested By Management. This Position Is Funded In Part Through Federal Funds. The IT Talent Operations Specialist plays a vital role in supporting the Information Technology Division (ITD) by coordinating and managing IT talent operations, recruitment, salary administration, and employee lifecycle activities. Reporting to the IT Finance & Operations Manager, this position ensures that nearly 500 IT-funded positions, along with an additional 140 IT-managed positions funded by other divisions, are effectively monitored, staffed, and maintained according to Federal and State cost allocations. The Specialist acts as the primary liaison between IT leadership and the Department of Human Resources (DHR), offering guidance on HR-related processes including recruitment, onboarding, offboarding, time and leave management, and performance management through systems such as FIORI and NCVIP (North Carolina Valuing Individual Performance). Additionally, this role provides data analysis, maintains key reports, enhances operational processes through tools like Smartsheet, and supports ITD leadership in strategic workforce planning and operational compliance.
Key Duties Include:
Serve as the primary point of contact between IT managers and DHR for HR-related programs, processes, and recruitment activities. Coordinate and track DHR-related actions for ITD, including onboarding, offboarding, organizational management, and compensation reviews. Maintain applicant tracking systems, drive recruitment status updates, and manage onboarding and offboarding procedures. Track, maintain, and report vacancy lists and other workforce metrics to ITD leadership. Guide IT teams on internal equity recommendations, ensuring compliance with state pay policies and fairness across ITD. Manage time and leave administration for ITD personnel through FIORI, and coordinate IT participation in NCVIP performance management. Develop and execute talent acquisition strategies that align with workforce planning goals, leveraging automation tools like Smartsheet. Design, maintain, and enhance onboarding, offboarding, and other HR-related ITD processes and workflows. Generate and maintain monthly and ad hoc reports related to recruitment, salaries, vacancies, contractor staffing, and HR operations. Pursue professional development opportunities, support cross-training initiatives, and assist with workforce strategy enhancements.
