Job Description:

The NCDIT-Transportation is seeking a Technical Specialist resource for a12-month engagement to work with the Service Desk/Accounts Team.

This candidate serves as an advanced level resource withspecialized knowledge and experience in service desk and accountmanagement. Uses technical expertise in the Service Delivery of anInformation Technology Infrastructure and an understanding ofbusiness needs to evaluate assigned IT incident and problem servicedesk tickets to appropriately prioritize and evaluate businessimpact and demonstrates expertise in conveying technical andfunctional concepts for data protection in Operations and Security.

Duties :

Serves as a technical resource on all of NCDOT’s standarddesktop applications to 12,000 computer users. Provides anunderstanding and knowledge of applications serving as a strongbase for technical expertise in NCDOT products and programs.

Ability to work independently to analyze customer’s needs andresolve technical problems; manage time to meet schedules;prioritize tasks according to customer needs; communicate highlytechnical information to non-technical users; troubleshoot hardwareand software problems involving local area networks and personalcomputer systems; manage critical incidents, identify problems,make necessary corrections, and/or assist others with resolutions.

Supports end user password resets. Instructs users via phone and/oremail on the basic functionality of desktop applications. Followsdetailed procedures while making recommendations for routineproblem solutions. Takes calls from end users verifying theiridentity, demographics and communicating effectively to understandtheir request. Enters information into the ServiceNow call trackingsystem and monitors to ensure customer service needs are met forall computer and network related issues. Distributes Agency-wideemail communications and notices related to technology issues.

Performs advanced level professional work in account administrationand analyzes information to create and/or modify accounts for newemployees and/or existing employees. Functions as a niche technicalsubject matter expert (SME) in Active Directory with a hightechnological skill level. Ability to troubleshoot data andapplication access issues and adjust Active Directory properties asneeded. Ability to capture incidents and resolve incidents withinServiceNow and issues identified by the business with the abilityto document resolutions providing weekly status reports toManagement. Considerable knowledge as demonstrated by anunderstanding of critical information technology operations andsecurity. Provides the knowledge and skills of DOT and ITS securitypolicies, as well as the security issues directly affecting thesystems and technology for which employees are directly involved.

They are responsible for implementing requirements of the ITSecurity Office and protecting data from unauthorized access,alteration, destruction, or usage in a manner inconsistent withcovered IT policies and standards. This function requires anin-depth understanding of a wide variety of technologies toeffectively support end-users and provide guidance to others. Thiswork requires very strong communication skills, an ability toeffectively interact with a broad range of end-users and others, aswell as an ability to use a variety of resources for providingsupport. Employees at this level typically provide advanced supportfor a broad range of technologies, or in-depth support for a morenarrowly defined area of technology. Proven experience with atechnical specialty across large and complex implementations andsystems. Project Management

  • Ability to lead projects that requiredirecting the work of others and with some latitude on actions ordecisions. Leads team efforts and assesses and integrates theskills and strengths of individuals for project and organizationalsuccess. Provides status on project work to management. Develop andmaintain appropriate documentation for all responsible areas
  • Thisposition is responsible for creating and maintaining alldocumentation of process and procedures for all areas this positionis responsible for.

This documentation is to be used by teammembers for operational standards of daily work. This documentationwill also be used in accordance with Operational Level Agreements(IT internal) and Service Level Agreements (IT external). Alldocumentation should be reviewed annually. System Security

  • It isthe responsibility of all Technical Services Staff to be aware ofDOT and ITS security policies, as well as the security issuesdirectly affecting the systems and technology for which thisposition is directly involved.

This position is responsible forimplementing requirements of the IT Security Office and protectingdata from unauthorized access, alteration, destruction, or usage ina manner inconsistent with covered IT Security Policies andstandards.
