- This position resides on the Employer Support team in the Bureau of PeopleSoft & Payment Applications within the Chief Information Office (CIO).
- Code new programs and modules, as well as code changes to existing programs and modules.
- Collaborate with functional and business units from the Division of Retirement Services to gather and refine business requirements.
- Analyze functional requirements and develop technical requirements/specifications.
- Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
- Analyze the best approach for implementing customizations.
- Assist team members with development tasks as needed.
- Assist team members in creation of design documents and other related system documentation.
- Develop, review, and approve technical designs.
- Acquire and demonstrate strong technical knowledge in supported functional areas.
- Communicate and negotiate with functional and business customers regarding work priorities and provide feedback on the status of work being performed.
- Ensure coding standards follow best practices.
- Direct and supervise staff in their daily tasks and provide pertinent feedback.
- Allocate staff resources as necessary to meet work objectives.
- Communicate the status of all work to team members and management.
- Work with the manager and other team leads to develop work plans.
- Create performance plans for staff.
- Prepare and deliver timely and detailed performance reviews.
- Assess staff training needs and develop training plans for staff members.
- Train new staff.
- Keep current on Oracle PeopleSoft technology and mentor team members in current and new technologies.
- Encourage professional development for team members and develop training plans that will enhance the team’s ability to deliver solutions.
- Review and approve required administrative records (timecards, TDS entries, telecommuting journals, etc.).
- Provide guidance to team members regarding policies and procedures.
- Perform program testing/tuning and assist others.
- Ensure test plans and test conditions are created, including regression conditions, and all conditions have been successfully tested.
- Help staff troubleshoot production issues and provide overnight and weekend on-call support.
- Assist in researching and remediating technical issues occurring within the retirement applications.
- Review overnight batch reports and resolve outstanding issues left from overnight batch runs.
- Conduct technical walkthroughs and code reviews of proposed system changes.
- Provide technical support to functional teams through user acceptance testing of code changes, ensuring remediation of any defects.
- Assist staff with implementing new features, resolving technical issues.
- Troubleshoot and resolve programming issues as reported by functional and business customers.

For appointment to an Information Technology Specialist 3 (SG-23), you must have: 1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing. OR 2. A bachelor’s degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor’s or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above. - Strong self-starter, with ability to pick up quickly on new technologies even when training and expertise are limited.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
