ANDRESPONSIBILITIES
Program leadership team member responsible for technicalleadership of the engineering team in the space system, groundsystems, satellite development, and integration and test. Vision for common ground approach across missions. Ownership of Ground Roadmap, determines annual and multi-yeartechnical objectives for designated engineering systems orproject(s)/program(s). Strategic and Tactical prioritization across programcoordinating Ground Technical capabilities Identify capabilities that can be common, coordinate which program needs these common capabilities. Platform Architecture Design. Network Architecture Design. Software Architecture Design. Provides accountability for technical risk, conduct oftechnical reviews, system modeling and simulation, systemperformance, system architecture and trade studies. Leads the integration of the ground system solution within theoverall engineering environment; and ensures that appropriatedocumentation, testing, maintenance, and engineering updates arecompleted. Perform mission and system design on missions from bidgeneration through launch and operations. Represents the ground systems on projects(s)/program(s) as aprime subject matter expert. Act as expert consultant and advisor for ground system designengineering. Advises or directs the activities of assignedproject(s)/program(s) to achieve technical objectives. Directs and allocates technical resources and professionalstaff to achieve objectives. Develops new and/or expands existing businessopportunities. Ensures compliance, reporting, and safety standards aremaintained. Participates in the planning, selection, retention, anddevelopment of the professional staff. Publishes and present technical papers and abstracts andparticipate in internal and external technical programreviews. Maintains the strict confidentiality of sensitiveinformation. Performs other duties as assigned. Responsible for observing all laws, regulations and otherapplicable obligations wherever and whenever business is conductedon behalf of the Company. Expected to work in a safe manner in accordance withestablished operating procedures and practices.
Job Qualifications:
Typically requires a bachelor’s degree, master’s degree or PhDin engineering or a related technical discipline from an accreditedinstitution and progressive engineering experience as follows; nineor more years of experience with a bachelor’s degree, seven or moreyears of experience with a master’s degree, or four or more yearswith a PhD. May substitute equivalent engineering experience inlieu of education. Active and current TS/SCI clearance required. Must have at least 8 years of space systems designexperience. Must have at least 5 years of experience in leading technicalteams. Experience includes full Systems Engineering, Architecture andSW development lifecycles (SDLC). Manages projects to ensure proper use of SDLC techniquesincluding requirement development, design, Agile/DEVSECOPS/CI/CD,QA/testing, documentation and end-user training. Domain expertise in Satellite Command and Control, MissionPlanning and Scheduling, Satellite Imaging systems, SpaceSituational Awareness, Network Management, AWS Cloud Computing,Object Oriented and Service Oriented Architecture (SOA),Distributed Computing/Virtualization and its application inMulti-Level Cyber Security (RMF, NIST 800-53, 800-171, PKI)Environments, Model Based Systems Engineering/Architecture(MBSE/A), Cameo. Design and development of large-scale cloud-based systems andapplications. Experience in the design and development ofmulti-threading. Experience in multiple software languages, python, C/C++, Javaare desirable. Design and development of cloud technology: Containers, VMWare,Docker, Podman, AWS, AWS EKS. Perform network bandwidth analysis to define network hardwarespecifications. Perform system capability decomposition into JIRA EPIC/Storiesincluding definition and management of Acceptance Criteria. Experience/knowledge of Open C3 Cosmos. Grafana dashboards. Experience/Knowledge of Spacecraft command/telemetryuplink/downlink path engineering and design including Groundnetworking, RF communications and NSA Type-1 encryptionapproaches. Demonstrates a detailed and extensive technical expertise andapplication of engineering principles, concepts, theory, andpractice as well as project and/or program leadership includingorganizing, planning, scheduling, and coordinating workloads tomeet established project deadlines or milestones. Must possess the ability to contribute to the development ofnew concepts and principles; resolve unusually complex technicalproblems; serve as spokesperson on projects and/or programs; and bea technical expert in one or more areas of engineering. Strong communication, presentation, and interpersonal skillsare required enabling an effective leadership interface with otherdepartments, all levels of management, professional and supportstaff, customers, potential customers, and governmentrepresentatives. Great interpersonal skills working in a team environment. Demonstrated systems engineering experience in the entirelifecycle. Experience preparing for and presenting at customerreviews. Systems engineering expertise in ICDs, Requirements, CONOPs,Test, and system integration.
