Responsibilities
Launch and Payload operations specialists to support the National Reconnaissance Office (NRO) Office of Space Launch (OSL). In this capacity, successful candidates will serve the customers critical needs as the focal point for launch systems planning, acquisition, integration and operations.
In this role, your duties and responsibilities will include some or many aspects of the following:
Provide day-of-launch planning, rehearsal and execution of launch and initialization activities
Support the development and execution of project mission requirements, technical reviews, mission integration planning, Range coordination, readiness review preparation, technical procedure coordination, anomaly resolution, integration of mission requirements, and Lessons Learned adjudication
Develop, update, and standardize Day-of-Launch processes, procedures, and products used by OSL personnel
Coordinate with Ranges, launch vehicle contractors and program office personnel on the implementation of changes to ConOps and ensure changes are reflected in preparations and rehearsals
Assist in the development of the launch support concept by mission to deliver the launch constant criteria by mission to develop rehearsal scenarios and scripts
Prepare and track action items and lessons learned following each readiness event
Provide technical analysis of hazards associated with spacecraft design, aerospace ground support equipment/hardware, facilities and processing for OSL
Review and assess procedures and plans for SV programs, launch vehicle integration, and Operations and Maintenance and other support contractors as applicable
Conduct/support facility readiness walk-downs prior to vehicle arrival and propellant operations
Perform safety reviews and evaluations of support contractors and subcontractors for all processing activities
Ensure implementation of applicable range safety requirements for space vehicle programs, support equipment/hardware and facilities
Actively participate in major design reviews, working groups, readiness reviews, technical interchange meetings splinter groups, etc
Provide cradle-to-grave payload processing support activities
Provide day-of launch integration and execution of launch and initialization activities, as well as daily operations support for Satellite Control Network users
Perform planning, integration, scheduling, training, and execution of launch, ascent, and on-orbit operations for NRO missions and assigned partner launches
Qualifications

Required Qualifications:

Demonstrated ability to work independently and in a team environment
Excellent written and verbal communication skills including the ability to convey information in a clear and articulate manner to teammates and customers
Demonstrated ability to prioritize competing requirements and tasks and managing long-term tasks as well as short-term obligations
General knowledge of NRO/OSL or other relevant IC/DOD policies and procedures
Critical thinking skills
Excellent organizational skills
Travel may be required less than 25% of the time

Desired Qualifications:

Direct experience working in or with NRO/OSL
Technical degree
Experience in all phases of space launch life cycle

PAYLOAD PROCESSING SYSTEMS ENGINEER, LEVEL I

(PPSE-1)
The PPSE-1 position is an entry level engineering professional who possesses some knowledge
of payload processing systems and processes. PPSE-1 will be required to support cradle to grave
payload processing support activities. PPSE-1 contractors shall possess at least Technical Level
I (Tl) and the following minimum qualifications:
General understanding of payload processing processes and practices, launch site
preparations flow.

PAYLOAD PROCESSING SYSTEMS ENGINEER, LEVEL II

(PPSE-11)
The PPSE-II position is an entry level engineering professional who possesses a working
knowledge of payload processing systems and processes. PPSE-II will develop briefings and
assessments for a variety of Government customers and audiences and must be able to convey
information in a clear and articulate manner. PPSE-II will be required to support cradle to grave
payload processing activities. PPSE-II contractors shall possess at least Technical Level II (T2)
and the following minimum qualifications:

  • 2 years payload processing experience
  • General knowledge ofNRO/OSL launch policy and procedures
  • General understanding of payload processing processes and practices, launch site
    preparations flow and day-of-launch procedures
  • General understanding ofNRO Satellite Vehicle launch site interface requirements,
    transportation and processing requirements
PAYLOAD PROCESSING SYSTEMS ENGINEER, LEVEL III

(PPSE-III)
The

PPSE-III

position is a mid-level engineering professional who possesses proven knowledge
of payload processing systems and processes.

PPSE-III

will develop briefings and assessment to
a variety of audiences and must be able to convey information in a clear and articulate manner to
Government leadership.

PPSE-III

will be required to support strategic planning as well as cradle
to grave payload processing support activities.

PPSE-III

contractors shall possess at least the
Technical Level III (T3) plus the following additional qualifications:

  • 7 years payload processing experience
  • Extensive knowledge ofNRO/OSL launch policy and procedures
  • Thorough understanding of payload processing processes and practices, launch site
    preparations flow and day-of-launch procedures
  • Thorough understanding ofNRO Satellite Vehicle launch site interface requirements,
    transportation and processing requirements
  • Ability to simultaneously perform thorough analysis and quick issue resolution
  • Working knowledge of the acquisition lifecycle requirements
  • Provide recommendations/products that reflect best path for the NRO and OSL based on
    proven payload processing experience
  • Ability to effectively provide guidance to Level-I and Level-II PPSEs
PAYLOAD PROCESSING SYSTEMS ENGINEER, LEVEL IV

(PPSE-IV)
The PPSE-IV position is a senior level engineering professional who possesses extensive
knowledge of payload processing systems and processes. PPSE-IV will develop briefings and
assessment to a variety of audiences and must be able to convey information in a clear and
articulate manner to Sr. Government leadership. PPSE-IV will be required to support strategic
planning as well as cradle to grave payload processing support activities. PPSE-IV contractors
shall possess at least the Technical Level IV (T4) plus the following additional qualifications:

  • 10 years payload processing experience
  • Demonstrated ability to establish effective working relationships with other Government
    agencies and mission partners
  • Substantive experience providing risk assessments and risk-management
    recommendations to program managers in support of successful mission accomplishment
  • Deliver effective briefings/presentations/papers on complex topics for audiences that may
    be large and/or include high-level decision makers
  • Demonstrated ability to prioritize competing requirements and tasks and managing longterm
    tasks as well as short-term obligations
  • Ability to effectively provide guidance to Level-I, Level-II, and Level-III PPSEs

Security Clearance:

Active TS/SCI security clearance with a CI polygraph
The pay range for this position is $100,000/year to $180,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
