Position Overview:
The Computer Systems Engineer/Architect (Journeyman) is responsible for designing, developing, integrating, and supporting complex enterprise logistics and application systems in support of U.S. Coast Guard modernization initiatives. This role requires an experienced systems thinker capable of addressing technical challenges related to application development, network performance, and system administration. The engineer applies Agile development principles and works closely with stakeholders to deliver stable, scalable, and supportable solutions. This position is pending contract award.
Key Responsibilities:
Design and develop solutions to complex application problems, systems integration, and system administration issues within a logistics enterprise environment. Support development and modernization efforts over a projected five-year capability horizon using Agile Software Development principles. Define, implement, and manage software standards and tools to enhance system stability and lifecycle support. Incorporate Government Off-the-Shelf (GOTS), Commercial Off-the-Shelf (COTS), and custom-developed solutions into logistics support frameworks. Evaluate, model, and integrate alternative software and system architectures to meet evolving mission requirements. Participate in all lifecycle phases of enterprise application development, including requirements gathering, technical specification documentation, and regression test planning. Utilize industry-standard System Modeling Tools to support design validation, performance evaluation, and compliance tracking. Debug and correct application errors, supporting code optimization and architectural integrity. Participate in internal software validation efforts and support documentation development, including technical specifications and implementation guides. Collaborate with development teams using Kubernetes, Jira, Confluence, and Bitbucket for project management, source control, and DevSecOps pipeline support. Job Requirements Minimum Education and Qualifications –
Journeyman Level:
Education:
Bachelor’s or Associate degree in Computer Science, Information Technology, Engineering, Math, or a related field, or at minimum, an IT Certification. (Two years of relevant experience may be substituted for one year of education.)
Experience:
Minimum of two (2) years of experience working with Ingres, Microsoft SQL Server, Oracle, and SQL databases. Minimum of two (2) years of experience developing with Procedural Language/SQL, including stored procedures and triggers. Minimum of three (3) years of experience using System Modeling Tools for application/system lifecycle development. Minimum of two (2) years of experience with Agile development and DevSecOps methodologies. Minimum of two (2) years of experience using tools such as Kubernetes, Jira, Confluence, and Bitbucket or equivalent.
