SOC Manager
The Department of Administration’s (Admin) Division of Information Security (DIS) is seeking a Security Operations Center (SOC) Manager to join the team. DIS is responsible for a variety of statewide policies, standards, programs and services related to cybersecurity and information systems, including the statewide coordination of critical infrastructure information. The SOC Manager is responsible for leading the day to day operations of the Security Operations Capability, overseeing a team of analysts, ensuring effective detection, analysis, and response to cybersecurity threats. This role defines operational procedures, sets performance metrics, drives continuous improvement, and collaborates with other security and IT teams to protect the state’s information assets and maintain a strong security posture.
Responsibilities of the

SOC Manager:

Lead the day-to-day operations of the Security Operations Center, ensuring effective detection, analysis, and response to cyber security incidents. Oversee effective and consistent agency communications.
Establish and maintain incident response procedures, coordinating the triage, investigations, and resolution of security incidents. Develop and implement SOC strategies, policies. workflows, and procedures to enhance the cyber security posture of the State.
Ensure continuous monitoring of enterprise systems, networks, and endpoints to identify and respond to threats. Drive the integration and optimization of security tools and platforms that enhance the SOC, such as SIEM, SOAR, EDR, and threat intelligence feeds.
Develop, monitor, and report on key SOC performance metrics, providing DIS leadership with insights into operational effectiveness and risk trends.
Supervise staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coach, counsel and train employees. Establish and monitor work processes. Implement management policies and Initiatives and promotes teamwork.
Other duties as assigned. This is an essential position that directly contributes the security of state systems and resources.
Minimum and Additional Requirements
A bachelor’s degree and at least six (6) years of information technology experience, four (4) years of which must be in information security management. Relevant experience may substitute for the bachelor’s degree on a year-for-year basis. Extensive knowledge and background in information technology infrastructure and security.

Additional Requirements:

Expert-level skills in enterprise security monitoring, detection. containment and incident response coordination. Solid understanding of network, infrastructure and application security design considerations and best practices. Must be highly-organized, detail oriented with project management experience and well-developed written and verbal communication.
