Job Description

Information Services Specialist II City of Oak Ridge Tennessee Oak Ridge, TN 37830 Position Summary This position is responsible for a variety of technical work for the IS Department including, but not limited to providing support to the end users by troubleshooting and correcting hardware, software, and network connectivity problems; installing PC’s and peripherals; and configuring other electronic devices. Primary role is prioritizing and assigning help desk requests for IT system issues, changes, or projects. Essential Functions Manages Help Desk and uses independent judgement to prioritize responses based on established protocols. Develops and Manages Orientation Program for new employees with emphasis on IT security and technology use policy. Responsible to stay abreast of new technology in order to meet the continuous needs of the City organization. Installs, configures and administers networked PC operating systems. Creates, changes, and deletes user accounts per request. Analyzes and troubleshoots problems of computer users with applications, procedures, software, and hardware city wide. Remotes to end-user devices to troubleshoot problems with hardware and software. Troubleshoots problems of end users with applications, procedures, software, and hardware. Implements and maintains manufacturer updates and revisions to operating systems, software, application packages and utilities; installs these updates in such a way as to minimize inconvenience to users. Ensures end-point devices are protected by virus and malware protection software. Removes virus and malware from City owned computer hardware and other devices. Performs Help Desk support and answers Help Desk phones as needed. Configures/deploys workgroup and desktop printers. Assists with setting up technical equipment for meetings, webinars and events. Provides assistance with IS supported hardware and applications in use by local and remote users across multiple sites. Implements and maintains manufacturer updates and revisions to operating systems, software, application packages and utilities. Provides imaging of desktops, laptops, and tablets to insure a standard and clean operating system with applications required. Provides help desk support as assigned. Knowledge, Skills, and Abilities Knowledge of the principles, concepts, capabilities, and operations of microcomputer hardware, data storage devices and peripherals. Knowledge of current technological trends for midrange, client/server, and personal computer information systems. Knowledge of the various operating systems utilized by the City. Knowledge of network, application and data security systems. Knowledge of hardware and software troubleshooting techniques. Knowledge of software installation and support concepts. Skill in web development using languages including HTML, ASP, VBScript, and JavaScript. Skill in Computer scripting and management. Skill in the use of midrange and personal computer hardware and peripheral devices. Skill in troubleshooting and resolving computer hardware, software and peripheral problems. Skill in installing and configuring computer and printing equipment. Skill in assisting customers with computer related problems. Skill in effective oral and written communications. Skill in establishing and maintaining effective working relationships with associate personnel, other City employees, vendors, and end users. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Knowledge about SQL Databases, some Computer programing languages. Knowledge of City policies, procedures and practices. Knowledge of local government organization and its departmental operating requirements. Considerable knowledge of modern office practices and procedures. Positive attitude and ability to act as a team player. Service orientation to providing excellent support for IT users. Required Education, Experience, Licensing, and Certifications Associates Degree in Information Systems, Computer Science, or related field and four (4) years’ experience in database, web, or application support or other related IS experience.
