This includes the development of near-real time dashboards that provide insight into training opportunities, enrollment patterns, contact hour accrual, and other metrics related to noncredit training. Additionally, in collaboration with TBR’s Center for Workforce Development, the Director will create routine and ad hoc resources to support TBR and Tennessee initiatives related to workforce training, such as the state’s TNWORKS initiative. This includes merging multiple disparate data sources to create an all-encompassing view of different workforce training opportunities and student outcomes. As a part of TBR’s team working to scale noncredit data solutions, the Director of Workforce Data will help identify noncredit data priorities and subsequent data standards requirements. Working with the Senior Director of Data Strategy, the Director will also have responsibility for ensuring data collected from colleges is of high quality and meets established requirements. Finally, the Director of Workforce Data will routinely liaise with members of the Center for Workforce Development to support oversight of a common community college LMS and ensure that the Center’s data needs are met. This position may have the opportunity to work hybrid within the state of Tennessee but with periodic (weekly) visits to the TBR System Office (Nashville, TN) at the employee’s expense, and potential travel to Tennessee TBR colleges may be necessary.
Responsibilities:
Develop reports, dashboards, and other resources that provide internal and external stakeholders with information about noncredit programs and workforce training broadly. Ensure that initiatives led or supported by the Center for Workforce Development, such as TNWORKS, have accompanying data resources. Ensure that state and federal requirements for the reporting of student level or aggregate noncredit training data are met. Specifically, make certain that the system office and individual colleges can track and report data related to the Workforce Contact Hour metric in the state’s outcomes-based funding model. Work with others to identify priorities for the collection and reporting of noncredit data. Based off priorities, assist in developing data standards applicable to all colleges, while also identifying where standardization is not required. With Senior Director of Data Strategy, develop processes to evaluate the quality of noncredit data collected, and work to address concerns. Ensure that the Center for Workforce Development’s ongoing data needs are met and support the administration of a common LMS. Work with other TBR offices on initiatives that may involve the use of noncredit data. Assist with the collection and reporting of additional information related to training at TBR colleges. This includes helping identify and report industry recognized credentials earned by both noncredit and for-credit students. Assist the Senior Director of Data Strategy and Business Intelligence Engineer with special projects making use of disparate data sources inclusive of both noncredit and for-credit training. Engage in learning opportunities to make sure TBR is aware of and using best practices relative to the collection and reporting of noncredit data. Serve as the system’s primary expert in this space. Perform other duties as assigned.
Knowledge, Skills, Abilities:

Minimum Qualifications :
- Bachelor’s degree.
- 5+ years of related experience.
- Knowledge of relational databases and how to extract data using SQL.
Preferred Qualifications:
- Prior experience in workforce training or higher education.
- Prior experience with student information systems (SIS) or learning management systems (LMS).
- Prior work with establishing data standards and creating relevant documentation.
