The following education and experience will be accepted: A Bachelor’s Degree with major course work in geographic information systems, computer aided drafting or mapping, cartography, geometry, or a related field with two (2) years of experience with Geographical Information Systems (GIS), or
Associate Degree with major course work in geographic information systems, computer aided drafting or mapping, cartography, geometry, or a related field with six (6) years of experience with Geographical Information Systems (GIS), or
High School Diploma with ten (10) years of experience with Geographical Information Systems (GIS). Experience utilizing ESRI ArcGIS and a minimum of one (1) year of managing automated mapping systems is required. Knowledge of AutoCAD and CMMS (i.e. Cityworks) is desirable. Must possess a thorough knowledge of field surveying and computer coordinate geometry programs. A minimum of one year of supervisor experience. Must possess a valid State of Florida driver’s license and maintain an acceptable driving record.

Code 1: Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee’s Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under limited supervision, maintains, coordinates, and administers the City of Palm Bay’s GIS applications for the Utilities Department. This position is responsible for security administration, report generation, data manipulation, and user training. Position requires significant hands-on use of ArcGIS Online, Cityworks, Laserfiche, SQL, and their associated servers and data repositories. Requires an in-depth knowledge of Geospatial tools, including ESRI enterprise tools. Position will be responsible for working with various departments throughout the City to plan, develop, implement and maintain the system. Reports to the Engineering Division Manager.
SPECIFIC DUTIES & RESPONSIBLITIES ESSENTIAL JOB FUNCTIONS
Manages the operation of the GIS section within the Utilities Department; provides guidance and support for GIS activities performed by other City Departments, Including Land Development (Growth Management), Public Works, and Fire/Police. Supervises the creation of database structures and procedures for inputting and storing information from related surveys, unit plats, maps and utility plans, and global positioning satellite locations. Manages CMMS database content, including collection of maintenance data from Operations staff, and setting standards, procedures, and policies as required. Manages and directs the training of subordinates regarding skill sets to create and maintain

databases. Prepares and oversees a variety of map coverages for various City departments, such as zoning maps, capital improvement project coverages, water and sewer expansion zones, emergency management planning, etc. Participates in the analysis and management of related departmental infrastructure based on the created database. Responsible for planning, assigning, managing, and evaluating the work of the GIS staff. Requires strong managerial skills, knowledge of the Public Works and Utility (Water and Wastewater) Industry, extensive GIS experience and capability of developing and supporting a GIS program. Researches and collects the necessary information for the development of map coverages. Coordinates with field personnel for additional survey information. Obtains cost estimates from outside vendors for additional information that cannot be collected internally.
