SUMMARY OF WORK

Professional and technical work applying geographic information systems (GIS), computer aided design and drafting (CADD), asset management, or engineering technology to specific disciplinary areas relating to automated mapping and facilities management (AM/FM) systems, production of engineering graphics or plans, or asset management systems. Positions allocated to this classification report to a designated supervisor in a specific disciplinary area and work under general supervision. Work in this class is distinguished from lower classes by its emphasis on geomatics and utility mapping applications.

ESSENTIAL JOB FUNCTIONS

Follows work sequences for tasks that are covered by standard procedures to ensure that work outcomes are uniform. Files and/or retrieves maps, records, and drawings in response to internal or external requests. Maintains engineering records, converts existing maps and/or engineering drawings into the GIS system, and assists with preparing reports and documentation. Performs various tasks and assignments involving both office and field duties, which includes engineering mapping, field inspections, reading and interpreting engineering plans and/or blueprints, and related work. Operates standard office equipment including copies, printers, plotters, laptops, field-engineering and/or field-imaging equipment to assist in the design, maintenance, and planning processes. Operates software applications (Microsoft Office Suite including Excel, Word, Outlook, Access, and PowerPoint; ArcGIS, AutoCAD, Google Earth, and BlueBeam). Reviews, develops, or edits maps, graphics, engineering drawings, and/or as-built documents from sketches, verbal information, field observations utilizing advanced geographic information system (GIS) tools/software (e.g., ArcMap, ArcGIS Pro) and/or computer-aided design and drafting (CADD) tools/software (e.g., AutoCAD, Civil 3D) for internal and external stakeholders. Provides technical assistance to the assigned disciplinary area such as to support construction and/or maintenance projects, requests materials using work, warehouse, and procurement systems and procedures, provides input regarding construction layout by applying construction standards, acts as a point of contact for day-to-day operations and personnel, or monitors and approves work for completion and conformance with quality and other area standards. Enters data into computer systems (GIS, work order management, asset management, and material forecasting systems) and assists with the creation of proactive and/or reoccurring work activities. Learns the computer applications specific to the departmental area supported, including understanding their interrelationship and dependencies. Coordinates with other internal employees and external stakeholders to provide and obtain information required to complete work tasks (determine project requirements), using written and oral communication in order to ensure work tasks are completed in a timely and effective manner such as placing 811 requests for projects, reviewing and approving contractor and professional services invoices, or requesting services via organizational procurement procedures. Will be required to respond under emergency conditions. Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of supervisor. Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills, and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from an accredited two-year college or university with major course work in Geographic Information Systems (GIS), Computer Science, Engineering, Geoscience, Geomatics, Surveying and Mapping, Geography, Computer Aided Drafting and Design (CADD), Mathematics, or related field. One (1) year experience with GIS, CAD, asset management, or engineering technology; or an equivalent combination of education, training and experience which provide the required knowledge, ability, and skills.

CERTIFICATIONS OR LICENSES

Licenses Valid Florida Driver License within 30 days of appointment. Certifications None.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of surveying and engineering mathematics and their applications to surveying and engineering computations. Knowledge of principles, practices, techniques, and instruments used in GPS field data acquisition. Knowledge of documentation and graphic representations of easements, right-of-ways, and property acquisitions. Knowledge of the specific disciplinary area. Skilled in using Esri GIS software, AutoDesk CAD software, calculator capable of coordinate geometry (COGO) computations, and the Microsoft Office suite. Ability to perform technical surveying computations including coordinate geometry (COGO) calculations. Ability to produce professional quality finished planimetric utility maps. Ability to communicate effectively, both orally and in writing. Ability to work effectively with co-workers and the general public.

Physical strength and agility sufficient to safely perform all essential job functions. While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

Work is primarily in an office environment. Work may require performance of tasks outdoors under varying climatic conditions. No testing requirements
