General Description
Technical work preparing maps and attribute data for inclusion in the GIS database, specifically for Santa Rosa County Property Appraiser (SRCPA) parcel layer; updating SRCPA tax roll data contained in the Computer Assisted Mass Appraisal (CAMA) System based upon review of property transfer records; preparing and analyzing drone, lidar and photogrammetric data for inclusion in GIS database; analyzing and presenting GIS data; and maintaining the Santa Rosa County Property Appraiser’s metadata. Reports to GIS Mapping & Spatial Analyst / GIS Supervisor.

Updates SRCPA tax roll data contained in the
SRCPA CAMA
database and GIS mapping data based upon review of property transfer records recorded in the Santa Rosa County Clerk’s office.
Prepares maps and attribute data for inclusion in the SRCPA’s GIS database utilizing the ArcGIS or QGIS platform.
Incorporates drone, lidar and photogrammetric data into SRCPA’s GIS database.
Prepares maps and reports using drone, lidar and photogrammetric data from within SRCPA’s GIS database utilizing the ArcGIS or QGIS platform.
Stays current with GIS trends, software, training and attends GIS conferences and user groups in order to keep the SRCPA’s GIS system moving forward.
Works with SQL Databases and Excel spreadsheets as it relates to GIS and SRCPA tax roll data.
Prepares original charts and graphs as needed and required for the various county departments.
Assists in the maintenance of the county’s metadata in order to ensure its accuracy.
Participates in compiling and presenting survey and research findings in graphic, pictorial, cartographic and technical drawing format.
Presents data and information in a graphical format in relation to the SRCPA’s long and short range GIS programs.
Collects data for mapping from various sources and converts it into GIS format and ensures data is projected properly based on the SRCPA’s endorsed coordinate system.
Uses standard techniques in preparing maps
Interacts with the public in an effective and courteous manner.
Must be able to meet minimum attendance standards.
Performs related duties as required.

KNOWLEDGE OF
Current principles and practices of mapping; recent developments; current literature and sources of information in the field of cartography or geography; knowledge of computer programs necessary for computerized mapping and drawing, specifically ESRI ArcGIS and QGIS; knowledge of Geographical Information Systems (GIS). Knowledge of methods used with lidar data to obtain measurements from within ArcGIS and / or
QGIS. ABILITY TO
Operate ESRI ArcMap, QGIS, or Global Mapper software and computer hardware necessary to develop original maps and analyze drone, lidar and photogrammetric data for inclusion in GIS database and answer typical geospatial questions, such as volume calculations, distance, using basic statistical analysis on specific fields within data sets. Learn Florida title standards and practices as it applies to property ownership and assessment on the property tax roll. Learn to interpret, and correctly process complex parcel conveyances involving multiple source documents with multiple legal descriptions.
Minimum & Preferred Qualifications
GIS MAPPING & SPATIAL TECHNICIAN
(STARTING $23.93 HOURLY, DOQ):
MINIMUM QUALIFICATIONS & PREFERRED QUALIFICATIONS
Bachelor’s degree from an accredited four-year college or university in geographic information systems or closely related field; supplemented by one (1) year of GIS experience or certification using the ESRI ArcGIS, QGIS or Global Mapper; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Experience with processing drone related data is preferred.
LICENSE AND/OR CERTIFICATIONS
Requires a valid driver license at the date of hire and maintain said license while employed in this position.
GIS MAPPING & SPATIAL ANALYST
(STARTING $28.35 HOURLY, DOQ):
MINIMUM QUALIFICATIONS & PREFERRED QUALIFICATIONS
Master’s degree from an accredited four year college or university in geographic information systems or related field; supplemented by two (2) years of GIS experience or ESRI certification using the ESRI ArcGIS, QGIS or Global Mapper; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Experience with ESRI ArcGIS Software Solutions, ArcPro, Parcel Fabric and Portal is preferred.
LICENSE AND/OR CERTIFICATIONS
Requires a valid driver license at the date of hire and maintain said license while employed in this position.
