Job Description The City of Raleigh is seeking a skilled and motivated GIS Specialist to join the Transportation Department’s Street Maintenance Division. In this role, you will play a vital part in supporting the city’s infrastructure by developing, maintaining, and analyzing geospatial data that informs day-to-day operations and long-term planning. As the division’s dedicated GIS resource, you will work closely with engineers, inspectors, and analysts to support asset inventory mapping, develop interactive dashboards, and assist with data-driven decision-making. Your work will directly impact the maintenance and improvement of Raleigh’s streets, sidewalks, public right-of-way assets, and more. This position offers a dynamic mix of office-based GIS work and occasional field data collection. The Street Maintenance Division is part of the City of Raleigh’s Transportation Department, and we’re dedicated to maintaining the infrastructure that keeps the city moving. Our work includes street and sidewalk maintenance, right-of-way operations, infrastructure inspections, special projects, downtown operations, snow and ice response, and cleanup after major weather events. As part of a growing Data & Asset Management group, our team is focused on using data and technology to improve how we deliver services to the public. The GIS Specialist will be the division’s primary resource for geospatial analysis and will work across teams to support data-driven decision-making and operational efficiency. Duties and Responsibilities Manage and update GIS data, maps, and metadata to ensure accuracy and reliability
Collect, maintain and analyze asset condition data to assist with work plan development and administration
Create and deliver high-quality maps for internal teams, reports, and customer requests
Develop and maintain web-based GIS maps and applications to support operations and performance monitoring
Provide GIS expertise and guidance on data collection, maintenance, and usage best practices across teams
Assist with field data collection or inspections, as needed

Typical Qualifications Education and Experience:

Associate’s Degree in information technology, geography, geographical information systems or directly related field and two years of technical geographical information systems experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire

Additional Information Knowledge:

Knowledge of geospatial concepts, cartographic principles, and spatial data management
Familiarity with Esri platforms, including ArcGIS Pro and ArcGIS Online
Understanding of infrastructure asset management, particularly related to transportation systems (e.g., streets, sidewalks, rights-of-way)
Basic knowledge of data visualization tools such as ArcGIS Dashboards and Power BI
Awareness of data collection methods, including GPS and mobile applications

Skills:

Skill in creating, editing, and maintaining spatial datasets using ArcGIS tools
Skill in designing clear, accurate, and effective maps, reports, and dashboards
Strong analytical and problem-solving skills, especially when working with large or complex datasets
Skill in coordinating with non-GIS staff to gather data requirements and translate operational needs into GIS solutions
Effective written and verbal communication skills for technical and non-technical audiences Ability to: Work independently while managing multiple priorities and deadlines
Collaborate effectively with field staff, engineers, analysts, and department leadership
Perform quality control and ensure data integrity across multiple platforms and projects
Learn new tools and technologies as needed and apply them to evolving team needs
Support occasional fieldwork for data collection and validation

ADA and Other Requirements:

Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work:

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:

Work is routinely performed in an indoor, office environment; may require some work in the field with moderate exposure to extreme temperatures.
