Geographical Information System Technician Warren County (NC) Warrenton, NC 27589 JOB
GENERAL DEFINITION OF WORK
Performs technical, analytical, and professional work in the administration, operation, and maintenance of the County’s Geographical Information Systems. An employee in this class is responsible for administering the Geographical Information Systems including applications; hardware and software; and related mapping and addressing functions. This position also recommends systems for purchase, hardware repairs and software support. Work is performed under the supervision of the Planning, Code Enforcement and Zoning Director.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Work involves planning, organizing, and providing support to users of the systems. (These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)Administers the County’s Geographical Information System; analyzes as needed. Provides advice and technical support to managers, supervisors, and employees on all aspects of the County’s GIS. Plans for County’s GIS technology needs; researches and recommends hardware and software needs for a variety of County departments. Negotiates with vendors and provides analysis of proposals; provides installation and conversion coordination and support. Installs and maintains software and software upgrade packages and coordinates with outside vendors as needed. Develops and implements policies and procedures related to GIS technology. Provides user support for software; develops and implements GIS technology training as needed. Assigns new E-911 addresses and updates parcel data as needed; maps new parcels and corrects mapping problems; may require researching deeds and surveys. Assists in preparing and maintaining the GIS budget in compliance with established policies and procedures. Assists members of the public with GIS needs. Prints maps for citizens and other members of the public.
Performs other duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of GIS computer hardware and software. Working knowledge of how GIS technology can be integrated into the public sector environment for a variety of applications and purposes. Working knowledge of a variety of GIS platforms and systems. Ability to consult with appropriate personnel on GIS operations. Ability to analyze and solve GIS software problems. Ability to install and maintain software programs. Ability to develop and maintain effective working relationships with employees and citizens. Ability to communicate effectively in oral and written forms. Willingness and ability to maintain current knowledge of trends in GIS technology.
EDUCATION AND EXPERIENCE
Bachelor level degree with a major in Geographical Information Systems and five (5) years of progressive experience in the GIS field.
PHYSICAL REQUIREMENTS
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
SPECIAL REQUIREMENTS
Possession of an appropriate driver’s license valid in the State of North Carolina.
