Overview:

Middlesex County exists to provide exceptional services to its residents through offices and departments that strive for excellence. In the Office of Information Technology resides the Division of GIS. Our mission is to provide technical assistance, coordination, and guidance in the implementation of GIS solutions across County departments to enhance business operations which will best serve our customers and the citizens of Middlesex County. Through relationships fostered with strategic partners the Division of GIS manages GIS application development, Enterprise database maintenance, and streamlining GIS initiatives for County decision makers, department staff, and Municipalities. By providing subject matter expertise, keeping current on industry standards, and propelling forward the County vision GIS exponentially enhances the capabilities of department staff. Responsibilities:
Web & Field Application Development:

Design, develop, and maintain interactive web map applications for both internal users and the public. Build custom web GIS applications to support internal business operations across departments. Develop end-to-end field data collection solutions, including planning, configuration, training, deployment, and support.

Collaboration & Stakeholder Engagement:

Partner with a wide range of departments to gather requirements, define project goals, and ensure successful GIS solution delivery. Build and maintain strong communication channels across teams to promote collaboration and innovation. Lead or participate in meetings and presentations with internal stakeholders and external partners.

Data Management & Analysis:

Create, update, and analyze GIS datasets within a cloud-based SQL database environment. Perform advanced data manipulation tasks, including data transformation, extraction, loading, and integration across platforms. Collaborate with GIS team members to ensure data integrity and consistency within the enterprise GIS database.

Standards, Documentation & Mapping:

Maintain metadata in alignment with industry standards and organizational protocols. Follow established database standards, update schedules, and best practices for data governance. Produce static and dynamic maps (e.g., PDF maps) to support departmental requests and ongoing projects.

Outreach & Professional Development:

Contribute to internal GIS forums, providing project updates, insights, and technical demonstrations. Represent the organization by presenting GIS work at conferences and industry events.

Qualifications:
Education and Experience:

Bachelor’s degree in Geography, Geographic Information Systems (GIS), Environmental Science, Urban Planning, or a related field. 1 to 5 years of hands-on, professional GIS experience. For candidates with less experience, training opportunities will be provided.

GIS & ESRI
Expertise:

Proficient in ArcGIS Pro, including extensions for map creation, data visualization, and spatial analysis. Extensive experience with ArcGIS Online and ArcGIS Enterprise, including Portal for ArcGIS, managing groups, user roles, data sharing, and open data publishing. Skilled in using the ESRI suite of tools, including: Experience Builder Dashboards Field Maps Survey123

ArcGIS Indoors GeoBIM Business Analyst Technical & Data Skills:

Experience in multi-user GIS editing environments. Familiarity with configuring and supporting ESRI Field Apps. Knowledge of working with cloud-managed SQL databases and SQL Server connections. Ability to manage and prioritize multiple projects independently with minimal supervision. Strong critical thinking and problem-solving skills.

Communication & Collaboration:

Excellent interpersonal, oral, and written communication skills. Ability to work collaboratively in a team environment and interface with a variety of stakeholders. Willingness and ability to travel between county facilities for training, testing, and constituent engagement. The anticipated starting base pay for this position is: $55,000-87,000 per year, depending on experience and qualifications.
