Bachelor’s degree JavaScript IT Senior level Python GIS 10 years Full Job Description General Description The purpose of this class within the organization is to support, develop, manage, train and consult in all facets of the needs of the Geographic Information Systems (GIS) division for the City of Rock Hill. This class reports directly to the CIO/ITS director and works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree in geography, geology, earth science, GIS, computer science, cartography, civil engineering, databases or related field. Requires ten years progressive advancement in information technology and GIS systems or closely related experience.

Desirable Knowledge, Skills and Abilities:

Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Essential Job Functions:

Research, tests, implements and maintains GIS & Cityworks tools and technologies to ensure the City is on course and using the best solutions. Consults with, assists and leads the GIS and Cityworks teams in prioritizing, planning and performing assigned tasks and duties as directed by the CIO. Meets with City employees and managers to coordinate GIS and Cityworks activities for the various departments and divisions. Installs, upgrades and tests new GIS and Cityworks software; verifies that GIS/ITS software and applications are functional within City’s current ITS infrastructure and fully compliant with all standards and security requirements. Troubleshoots and resolves technical issues with existing GIS and Cityworks software and hardware and GIS and Cityworks technical issues reported by city employees; searches for and corrects issues that have not yet been reported to eliminate end user impact. Presents City accomplishments at various GIS/ITS conferences. Meet with subordinates on the GIS team and ensure the group is functioning well and harmoniously; resolves personnel issues within the group; and performs annual appraisals or personnel action forms as required. Provides technical mentoring to the GIS team in the use of GIS and Cityworks tools and technologies and assists them in troubleshoot high level technical issues. Writes/modifies application code for production GIS and Cityworks applications. Fluent understanding of SQL, Python, Java/JavaScript, C/C++, ArcGIS Pro, etc. and all current code and tool sets used inside the ESRI and Cityworks product lines. Provides web map applications, hardcopy maps, and information as needed by City employees, vendors and citizens. Troubleshoots and resolves various IT (non-GIS issues) reported by City staff including resolving technical problems or assistance with non-GIS software, computers and other hardware. Works with and coordinates with all GIS or Cityworks vendors and external support teams as necessary to accomplish the Division’s objectives.
