Your Specific Responsibilities:
This is a highly responsible and independent senior leadership position at the Escambia County Health Department (Escambia CHD), requiring leadership and Information Technology management competencies, behaviors, knowledge, skills, and abilities. The position is “Select Exempt” (SES), under the limited supervision of the Escambia CHD Senior Public Health Services Manager•SES. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Travel may be required. Information Technology Manages the automated systems for all Escambia County Health Department locations including but not limited to serving as local systems administrator, assuring resolution of all communications, software and/or hardware problems. Maintains records relative to software applications on workstations and reports as required by DOH for inventory of IT equipment. Develops a plan for refresh of hardware, disaster recovery plan, and analyzes local data needs and makes purchase recommendations to management. Coordinates the preparation of systems plans, reports of recommendations, and business system functional specifications. Establishes priorities for systems development. Supervises the help desk function or assistance to users of complex applications in resolution of questions or problems, including training of users in the operation of systems. Develops policies, procedures, practices and methods for utilizing complex technology applications. Coordinates and plans for the development of subsystems. Serves as consultant to management in the planning, design and maintenance of complex technology applications. Consults with project teams and administrators on systems and IT service requests to identify needed resources and potential approaches to problem solutions. Directs and/or supervisors other professional staff in planning, analysis, design and implementation of mission-critical information technology systems and applications. Telecommunications Oversees the implementation and maintenance of all DOH-Escambia telecommunications systems. Coordinates all issues, problems and activities relating to telecommunications systems/equipment. Security Serves as key custodian for electronic door security system. Serves as an Information Custodian assuring compliance with current Department of Health security policies by fulfilling the Information Custodian responsibilities described in Information Security and Privacy Policy 3, Designation of Key Security and Privacy Personnel. Ensures that data set(s) under incumbent’s responsibility are available to those who need to know, protects the integrity of assigned dataset(s), and assists the Security Coordinator as needed to comply with policies and procedures. Purchasing Procures goods and services needed to fulfill the responsibilities outlined in this position description. Complies with the provisions of the Department of Health Purchasing Policy (DOHP) 250-9-12 for all purchases.
