Commensurate with experience Position Summary The Director of Information Technology will work closely with the Chief Information Officer (CIO) to lead the strategic direction, management, and continuous improvement of the organization’s IT operations, infrastructure, and systems. This role ensures that all technology initiatives are aligned with the organization’s goals and objectives while optimizing IT operations for efficiency and security. The IT Director supervises full-time employees year-round and supervises contractors during election cycles.

Skills and Qualifications Required:

Bachelor’s Degree in Computer Science, Information Systems, Cybersecurity, Software Development, or a related field Minimum of 7 years of experience in a leadership role overseeing enterprise-wide IT functions, including strategic planning, operational management, and cross-functional team leadership. Minimum of 7 years leading application development teams, designing, developing, and implementing enterprise-level software solutions. Proven record of success in fast-paced, high-pressure environments with shifting priorities and tight deadlines. Proficiency with Microsoft 365, cloud architectures (Azure, AWS, Google Cloud), virtualized environments, and high-availability networking and computing systems. In-depth knowledge of cybersecurity frameworks (NIST

CSF 2.0, NIST 800-53

), Zero Trust architecture, tools, strategies, and industry best practices. Strong experience with Structured Query Language (SQL), including database design, administration, and performance optimization. Proficient in software development lifecycle (SDLC) methodologies and object-oriented software development principles. Exceptional analytical and problem-solving skills, with a demonstrated ability to resolve complex IT issues efficiently. Proven ability to manage multiple projects from inception to completion, while maintaining high accuracy and attention to detail. A collaborative work style with the ability to motivate and develop teams, fostering a positive and high-performance culture. Willingness and ability to respond to system-related emergencies, including weekends and after-hours. Valid driver’s license and driving history that meets the organization’s driving standards. Successful completion of the Orange County Defensive Driving Course is required.

Preferred:

Prior upper-level management experience in a state, local, tribal, or territorial government agency. Knowledge of Geographical Information Systems (GIS) tools, processes, and redistricting. Industry Certifications (CISSP, Microsoft 365 Expert-level, ITIL, AWS Certified Professional, Lean Six Sigma). Knowledge of the Statewide Florida Voter Registration System. Position Functions and Duties Work with the Chief Information Officer to implement goals for the Information Technology department. Establish and maintain credibility and trust that encourages employees to discuss issues openly, in alignment with the SOE’s mission and core values. Analyze performance data to identify trends, risks, and potential opportunities for improvement. Ensure the stability, security, and scalability of the organization’s IT infrastructure (networks, systems, cloud services). Enforce cybersecurity policies, practices, and tools to protect organizational data and systems. Conduct regular risk assessments and ensure compliance with relevant regulations and government standards. Assist with developing and maintaining documentation for all procedures and applications for the IT department. Lead efforts in designing and implementing GIS application-based solutions. Manage a helpdesk system to track and resolve technical issues. Ensure applications are developed with the best architecture, security, and performance practices, following the Center for Internet Security IG3 and National Institute of Standards and Technology frameworks. Anticipate, plan for, and craft solutions that respond effectively to challenges related to the IT department. Create, modify, test, and maintain software applications and train staff on new applications. Continually develop and apply knowledge of Florida election laws to effectively manage the IT functions at the SOE office. Collaborate with other Directors on office initiatives, procedures, and cross-departmental needs necessary to support election events. Assist with resolutions to IT needs and challenges. Assist the CIO in developing the annual department budget, managing expenses, monitoring trends, and making recommendations as necessary. Ensure maintenance of connectivity with the Florida Voter Registration System (FVRS). Remain current on emerging technology that may benefit the SOE systems and users. Represent the SOE at community meetings and events, attend internal management meetings regularly, and participate in committees as requested. Perform all other duties as assigned. Working Conditions The majority of the work is performed indoors in an air-conditioned office seated at a desk facing a computer screen. This position may also work indoors and outdoors at public events. Requires regular and ongoing contact with the general public, other SOE staff, businesses, vendors, and government professionals. This position requires full-time hours, as well as 24 hour availability for any systems emergencies. This position requires full-time hours within a scheduled workweek, in addition to extended workdays and weekend work as needed, during election events, sometimes with little or no advance notice. Special Equipment Must possess working knowledge of office machines, equipment, and tools including, but not limited to: Multi-line phone system, computers, copiers, laptops, tablets, iPads, scanners, modems, routers, printers, UPS units, audio visual equipment, mobile phones, voting equipment, and company vehicles.
