What You’ll Do The individual in this position reports directly to the chief technology officer. This position directly supervises the information technology (IT) infrastructure staff. This position leads the professional and technical work in unified communication, document management, database, system, and network administration, and help desk services. This position works in our office in Jefferson City, Missouri but is eligible to work from home one day a week after 90 days of employment. How You’ll Spend Your Time Collaborate with the chief technology officer in management of the information systems section. Evaluate the applicability of new technical developments and evaluate effectiveness of present operations; set goals and plans for new uses for information systems and equipment and/or abandonment of ineffective technologies. Manage and establish short
- and long-term priorities for maintenance, design, development, and analysis of entire infrastructure systems inclusive of LANs, WANs, internet, security, and wireless implementations Lead the purchasing of technological hardware and software within MOSERS budget and adhering to MOSERS purchasing procedures.
Prepare specifications and request for proposals (RFPs); evaluate proposals; and recommend a proposal to be awarded. Supervise the infrastructure group and select staff, assign work priorities, approve leave requests, conduct performance reviews, establish goals, develop salary recommendations, issue disciplinary action when necessary, and help train and develop the skills of employees. Design and execute short plus long-term strategic plans to assure infrastructure capacity attains current and future needs. Supervise the application of systems analysis techniques and procedures, including supervising the consulting with users, to determine hardware, software, or system functional specifications. Supervise the design, development, documentation, analysis, creation, testing or modification of computer systems or programs, including prototypes, based on and related to user or system design specifications. Supervise the design, documentation, testing, creation or modification of computer programs related to operating systems. Research and recommend changes in services, products, protocols, and standards to support development efforts and infrastructure procurement. Define and manage IT Disaster Recovery Strategy for MOSERS. Manage testing of the plan to meet MOSERS RPO and RTO as defined in the Business Continuity Plan. Report and prepare strategies to maintain server and networking infrastructure. Ensure apt security levels on network, infrastructure and servers are maintained. Negotiate with outsourcers, vendors and contractors for infrastructure-specific products and services. Analyze risk management issues to ensure proper controls are implemented to minimize risk in general operations, investment management, and benefit administration functions. Develop business process improvement and management activities and oversee implementation of process changes in MOSERS’ operations to ensure accuracy, mitigate risk, and reduce duplication of effort and other inefficiencies. Ensure system and network designs align with MOSERS Business Continuity plans. Work in conjunction with other MOSERS staff to ensure maximum operational availability of member services and records with minimum disruption and expense. Develop and maintain customer service standards that meet the expectations of MOSERS’ staff and members in a cost-effective manner. Collaborate with upper management in policy-making decisions and maintenance of IT policies. Perform feasibility studies for different upgrade projects, conversions, and improvements. Ensure the confidentiality of records of MOSERS members. Provide training, coaching, and mentoring to the Information Technology staff. Maintain regular and reliable attendance. Perform other duties as needed or assigned. Our ideal candidate is passionate about IT infrastructure and has the following knowledge, skills, and abilities: Bachelor’s degree from an accredited college or university with specialization in computer science, accounting, mathematics, engineering, statistics, public or business administration or closely related area. (Graduate work in the above areas may be substituted for the general experience on a year-for-year basis up to a maximum of one year; additional qualifying experience may be substituted for the required education on a year-for-year basis.) Four years of professional, technical, or administrative information systems experience of which one year must have been in an administrative or consultative capacity in systems analysis and design, programming, or in the management of a complex computer installation. Supervisory experience preferred. Extensive knowledge of the principles, practices, and techniques used in systems administration. Extensive knowledge of the concepts, characteristics, and capabilities of enterprise computer operations and equipment. Ability to comprehend, analyze, and research problems of a complex nature and make judgment decisions as to their solution. Ability to organize and plan work effectively. Ability to respond quickly to emergency situations. Basic knowledge of MOSERS statutes, benefit plans, and procedures. Ability to work under pressure and provide quality results in limited time frames. Ability to demonstrate integrity and a high degree of ethics. Ability to establish and maintain positive working relationships with MOSERS staff, outside vendors, and other customers. Ability to communicate effectively (both verbally and electronically) with users, peers, and support personnel on technical aspects of the system. Ability to maintain confidentiality.
