POSITION OVERVIEW
The Information Technology Manager is responsible for leading and managing the City’s technology, including strategic IT planning, daily operations, cybersecurity, infrastructure management, and digital transformation initiatives. This role oversees technology projects, coordinates with external vendors, and ensures the effective delivery of IT services that support the City’s operations and community engagement.

ESSENTIAL DUTIES & RESPONSIBILITIES
The duties listed below are representative of this position and do not encompass all possible tasks. Other responsibilities may be assigned, as necessary. IT Strategy & Infrastructure Management Develop and implement the City’s long-term IT strategic plan, aligning technology goals with municipal operations. Oversee the City’s IT infrastructure, including servers, networks, wireless systems, and end-user devices. Plan and manage technology-related capital improvement budgets and investments. Evaluate and recommend technology upgrades or new systems to enhance operational efficiency and security. Operations & Cybersecurity Serve as the lead IT resource, providing daily technical support across all City departments. Maintain and upgrade hardware, software, and cloud systems including Microsoft 365 and Azure. Lead cybersecurity initiatives including firewalls, endpoint protection, and disaster recovery planning. Ensure reliable system backups and continuity of operations. Digital Transformation & Public Communication Oversee the City’s website, social media platforms, and digital public interfaces, ensuring functionality and accessibility. Manage software integration, automation initiatives, and transition to paperless systems. Support audiovisual systems for public meetings and maintain physical security technology. Vendor & Project Management Negotiate and manage IT-related service contracts and licensing agreements. Monitor vendor performance to ensure quality control and budget compliance. Collaborate with state and regional partners on technology-related initiatives.
REQUIRED QUALIFICATIONS
Education & Experience Bachelor’s degree in Information Technology, Computer Science, or a related field. Minimum of five (5) years of progressively responsible experience in IT systems administration or technology leadership. Demonstrated experience with Microsoft Azure, Microsoft 365, and cybersecurity protocols.
Preferred Certifications Microsoft Certified:
Azure Administrator Associate Microsoft 365
Certified:
Modern Desktop Administrator Associate CompTIA Security+, CCNA, CISSP, or ITIL Foundation
DESIRED SKILLS & COMPETENCIES
Strong understanding of cloud infrastructure, networking, and enterprise systems. Proven ability to implement cybersecurity strategies and best practices. Experience in software evaluation, integration, and user training. Excellent project management, communication, and interpersonal skills.
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work performed primarily in an office environment with occasional site visits. Ability to lift to 25 pounds for equipment setup and maintenance. Some evening hours required for support of public meetings. Eligible for hybrid work flexibility as approved by the City Administrator.
