Salary Range:

$82,513.85 – $123,894.56
Salary will be negotiable and commensurate with experience.

RESPONSIBILITIES

The Mississippi Department of Education (MDE) is seeking an experienced and visionary Information Technology Manager II to serve as Director of Application Development within the Office of Technology and Strategic Services (OTSS). This leadership role is responsible for guiding MDE’s application development strategy in alignment with the agency’s broader data modernization efforts, including the

MSIS 2.0

initiative.
The ideal candidate will be a dynamic team leader, problem-solver, and change agent who promotes best practices in software development while advancing transformational thinking across the agency.
Responsibilities will include:

  • Managing a team of 4-5 .NET developers and QA staff responsible for both legacy systems and new application development.
  • Overseeing and modernizing application development processes, with a focus on continuous improvement, agile methodologies, and DevOps practices.
  • Coordinating closely with OTSS peers—including infrastructure, data, and reporting teams to build secure, cloud-native applications aligned with MSIS modernization.
  • Identifying and mitigating technical, organizational, and policy-related barriers to project success, escalating as appropriate to executive leadership.
  • Promoting innovation, workforce growth, and cross-functional collaboration across the agency’s IT and program teams.
  • Ensuring timely delivery of mission-critical systems and reporting tools that support educators, administrators, and policymakers.
  • Supporting staff readiness through targeted training, professional development, and performance management.
  • Consulting with Executive Leadership and Program Office Leads on high-stakes challenges involving data, accountability, funding, and technology policy.
SPECIAL QUALIFICATIONS
  • Hands-on experience with modern software development, including .NET and React frameworks.
  • Familiarity with Azure DevOps, version control, code analysis tools, and automated testing frameworks.
  • Experience managing agile development teams and holding effective daily/weekly standups and check-ins.
  • Strong understanding of cloud-native development and system integration across platforms.
  • Experience with K-12 education data systems is strongly preferred.

EXPERIENCE/EDUCATION REQUIREMENTS
  • Typically requires a Bachelor’s Degree and 5-8 + years of IT experience in multiple functions.
  • Typically requires a Bachelor’s Degree in Computer Science, Information Systems, or related field.
  • 5-8+ years of progressive IT experience, with demonstrated success in supervising application development teams.
  • Prior experience leading modernization or transformation initiatives is highly desirable.
