JOB GENERAL STATEMENT OF JOB DUTIES

The primary purpose of this position is to manage and supervise the development and support of technology for the Department of Emergency Services.

DISTINGUISHING FEATURES OF THE

CLASSThis position performs server maintenance, application maintenance duties to support the departments and core infrastructure applications. The scope of this position spans across many disciplines and directly affects the workflow of personnel within the department. This position will monitor and maintain various computer terminals, software packages, radio issues, and 911 database criteria essential to the daily function of the department. The key component of this position is to manage and maintain the Computer Aided Dispatch (CAD) system needed to process the numerous emergency and non-emergency requests of the citizens.

EXAMPLE OF DUTIES DUTIES AND

RESPONSIBILITIESEssential duties and responsibilities include, but are not limited to: Assess, recommend and implement long-term IT projects to effectively support the operational needs of a complex department of approximately 350 staff and 150+ programs across multiple locations.

Assess, develop, and execute plans for acquiring, maintaining and supporting IT hardware, software, and equipment. This includes end of life, upgrades, replacement cycles for all forms of technology. Manage a team of Technical Support Administrators supporting the Emergency Services department.

Serve as a project manager for technology projects within the department to include research, planning, and implementation. Provide and coordinate timely and effective technology training to Emergency Services end users.

Work closely with department leadership on budget planning and monitoring as it relates to technology.

Serve on all relevant executive management and leadership teams within Emergency Services.

Provide technical advisory and problem determination support to Emergency Services staff.

Perform other duties as required or requested.

RECRUITMENT

STANDARDSKnowledge, Skills and AbilitiesWorking knowledge of Public Safety operations.

Technical knowledge of database principles and record management systems.

Knowledge of system planning, design and lifecycle management.

Technical knowledge of Microsoft business systems, networking principles, computer hardware, and software applications.

Strong working knowledge in managing and maintaining Enterprise application systems.

Strong working knowledge of Project Management methodologies.

Proven leadership skills and business orientation. Ability to assess requirements and design business workflow.

Ability to apply team building skills to work effectively in a team environment. Ability to review standardization of systems and recommend consolidation of multiple information systems.

Ability to communicate effectively through oral, written, and interpersonal skills.

Ability to establish and maintain good intradepartmental and interdepartmental working relationships, customer service orientation.

SUPPLEMENTAL INFORMATION

Physical DemandsAn employee in this position must be able to physically perform the basic life operational functions of reaching, walking, fingering, grasping, hearing, and talking. Work also requires the ability to exert in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

Work Conditions Work is performed primarily in an office setting but subject to lengthy periods of sitting in front of computer terminals/workstations requiring intense concentration. Occasional field response requires physical heavy lifting, extremes in physical environment, and hazardous environments.

May Require Driving This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
