  • This position resides on the Cross Dimensional in the bureau of PeopleSoft & Payment Applications within the Chief Information Office.
  • Oversee, lead, and direct team members to provide support to both Chief Information Office (CIO) and Office of the State Comptroller (OSC) customers within New York State and Local Retirement System (NYSLRS), including the definition of work activities, allocation, and scheduling of resources, and assisting with the development of related schedules.
  • Plan and allocate personnel and non-personnel assets/resources to accomplish productivity and quality goals including managing the schedule for implementation, identifying risks and mitigation strategies, and providing clear and effective communication to all stakeholders.
  • Establish and maintain relevant controls and feedback systems to monitor the operation of the team.
  • Monitor and report on work assigned to the team and its members.
  • Plan, evaluate, maintain, and improve systems, procedures, and policies that enable and encourage optimum performance.
  • Create new and ensure adherence to existing internal controls, standards, guidelines, policies, and procedures.
  • Collaborate and actively participate with other CIO teams on problem resolution.
  • Develop annual staffing/succession plans and foster growth opportunities.
  • Review the CIO budget to ensure funding is accounted for and available for current and future initiatives.
  • Identify risks and propose potential remediation solutions to CIO management and key stakeholders.
  • Provide oversight of all related team contracts, assets, procurements, and maintenance renewals/agreements.
  • Develop and/or periodically review and update disaster recovery plans.
  • Provide oversight and direction to employees in accordance with the organization’s policies and procedures.
  • Mentor supervisors’ utilization of evaluations and discussions to maintain organization alignment and prepare staff for advancement opportunities and business continuity.
  • Assign work to supervisors, monitor project progress, review major initiatives, and make recommendations.
  • Work with supervisors and other technical leaders to manage the team workplan and set priorities for projects undertaken by the team.
  • Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
  • Provide guidance and empower employees to take responsibility for their jobs and goals.
  • Set expectations for accountability and regular feedback.
  • Oversee and participate in employee lifecycle tasks such as interviewing, hiring, performance evaluations and plans, training, and mentoring.
  • Address insufficient employee performance through counseling and seek disciplinary actions where appropriate.
  • Maintain employee work schedules including assignments, staff scheduling, skills development, cross training, telecommuting, and overtime to ensure adequate coverage to complete team assignments.
  • Communicate organization and team information through team meetings, one-on-one meetings, and other appropriate communication channels.
  • Provide constructive, tactful, and objective feedback on issues, tasks, and observations.
  • Communicate regularly with other team managers, CIO management, and other impacted stakeholders.

Telecommuting:

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
