Upper Merion Township, located in King of Prussia, PA, islooking for a motivated, skilled, transformative Director ofInformation Technology who will report directly to the TownshipManager. This full-time position provides strategic leadership anddirection for all IT services, systems, infrastructure, andcybersecurity across Upper Merion Township departments.___________________________________________________________________________________________

Position Objective:

The Director of Information Technology isresponsible for managing daily operations, long-range planning,budgeting, and implementing secure and reliable technologysolutions that support municipal operations and public servicedelivery. A key function of the role is overseeing IT securityoperations, conducting risk and vulnerability assessments, andimplementing proactive cybersecurity measures to prevent databreaches and ensure system integrity. The Director must fosterinnovation, maintain vendor relationships, and align technologystrategy with Township goals.___________________________________________________________________________________________

Essential Job Functions:

Lead, manage, and direct all IT operationsto align with Township priorities and regulatory requirements.

Develop and implement Township-wide cybersecurity strategies,including threat prevention, system hardening, vulnerabilitymanagement, and incident response protocols. Conduct regular riskassessments, security audits, and evaluations of IT systems,applications, and infrastructure to identify and remediatevulnerabilities. Develop and refine comprehensive IT policies toaddress security, compliance, data management, infrastructure, andend-user support across the Township Ensure compliance withfederal, state, and local information security laws, guidelines,and best practices, including CJIS, HIPAA, NIST, and applicablePennsylvania IT governance standards. Oversee the design,deployment, and maintenance of secure networks, applications,servers, and cloud environments. Supervise departmental staff andpromote a culture of accountability, innovation, and continuousimprovement. Recommend hiring, promotion, disciplinary actions, andtermination decisions for IT personnel. Set strategic andoperational goals for the IT Department; manage resourceallocation, project deadlines, and departmental performance.

Collaborate with department heads and elected officials to assesstechnological needs, solve operational problems, and driveIT-enabled efficiencies. Chair quarterly IT Staff AdvisoryCommittee meetings and conduct stakeholder engagement to guide ITplanning and feedback. Lead project management efforts, includingvendor negotiations, contract oversight, and milestone tracking fortechnology implementations. Develop and administer IT operationaland capital budgets to ensure cost-effectiveness and fiscalresponsibility. Ensure the timely and secure rollout of softwareupdates, patches, and new applications across all Township systems.

Manage all telecommunications systems and coordinate telephoneinfrastructure projects in collaboration with Police DepartmentStaff. Oversee user access controls, account provisioning, andenforcement of data governance and acceptable use policies. Provide24/7/365 emergency support, responding rapidly to system outages,security incidents, and critical technology failures with swiftmitigation and recovery actions to ensure business continuity andminimal service disruption. Remain current on emerging technologytrends, cyber threats, and government IT best practices. Managementof all telephone projects in conjunction with the Police and otherDepartment Heads. Maintain, update, renegotiate, and terminatecontracts with vendors as needed. Prioritize and schedule tasks toensure the ongoing maintenance of all IT-related systems andapplications. Performs other duties as assigned.

PhysicalCharacteristics:

Ability to communicate clearly and effectively,both orally and in writing. Ability to analyze, organize, andprioritize work in a dynamic environment. Ability to bend, lift upto 40 lbs., sit, walk, and climb footstools occasionally. Abilityto work in a standard office environment with occasional exposureto dust. Visual acuity to read documents and screens regularly.

Minimum Education, Training, and Experience Required:

One of thefollowing education and experience combinations is required:

Master’s Degree in Computer Science, Information Systems,Cybersecurity, or a related field, plus three (3) years ofprogressively responsible IT and network systems experience,including three (3) years in a supervisory/leadership role.

Bachelor’s Degree in a related field with five (5) years of ITexperience and five (5) years of administrative and supervisoryresponsibility. Associate Degree or Certifications (e.g., CISSP,CISM, CompTIA Security, PMP) plus seven (7) years of experience inIT operations, systems administration, cybersecurity, and projectmanagement, including at least five (5) years in a leadershipcapacity. Any combination of education, certifications, andexperience that demonstrates the ability to perform theresponsibilities of the position.

Additional Requirements:
