This position is located in Office of Cybersecurity , Richland County. Are you the One? We are looking for an IT Manager I , who will report to the CISO within the Office of Cybersecurity (OCS). Under limited supervision, the incumbent will provide overall administration and management of the Cybersecurity Program Management team. Responsible overseeing and managing the development, implementation and management of the agency’s security awareness training program and coordination of all related activities. Oversee and manage the agency’s multifactor authentication solution, device inventory and assignment processes. Participates in budget projections for maintaining current systems and may recommend implementation of new systems or processes within the Cybersecurity Program Management section. Support the development and management the agency’s information security awareness training platform to provide education and training for all workforce members. Provides guidance and leads team in creating, managing, monitoring and reporting of all security awareness training and testing campaigns for completion. Provides reports and documentation for agency management and executive staff. Oversee the coordination of additional security awareness training projects, activities and communications outside of scheduled training requirements. Provides guidance and support in the maintenance and continuous improvement of the agency’s security awareness training and testing policy to ensure full compliance with applicable State and Federal regulations. Ensures the security awareness program remains aligned with the agency’s strategic objectives, regulatory obligations, and established industry standards. Manages the primary Office of Cybersecurity (OCS) representative for workforce onboarding (orientation) sessions which includes conducting presentations, training, and documentation to ensure new workforce members know and understand the security awareness training requirements, which may require travel to various offsite locations. Oversees the management and maintenance of the agency’s multi-factor authentication solution. Manages token issuance and assignment processes and forms. Oversees the coordination with onboarding teams to ensure that all new workforce members are assigned authenticators and each new account is correctly provisioned. Updates process documentation for tracking of new users, changes, terminations. Manages MFA inventory to include new orders, replacements and replenishing deputy pools. Oversees the planning, coordinates and conducts all agency MFA Replacement sessions for agency staff. Provides guidance and support to conduct and document training for IT personnel on MFA management console. Guides team to conduct and document training on MFA issuance for authorized representatives. Manage the related responsibilities of the Cybersecurity Program Management staff. Coordinates with I&O team to ensure applications and systems are updated and functioning properly. Escalate issues to I&O team and account executive when necessary. Participates in the analyses of current systems, functions and operations. Evaluates systems and processes for improvement opportunities, research upgrades, and manages vendor relationships. Provide budget forecasts and operational insights to the CISO. Designs, implements, and manages the annual information security awareness education roadmap, with a focus on emerging security threats and best practices. This includes continuously evaluating the training content, methods, and delivery to ensure relevance, engagement, and effectiveness in addressing both current and evolving risks. Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement. Oversees the maintenance of the agency’s secure removable storage device console and devices. Provides guidance and support in managing device inventory, the renewal of maintenance and support agreements, creation of assignment processes and forms. Ensures staff documents requests for secure removable USB storage devices, issues and assigns approved devices in management console and assist users with device installation and setup. Participates in the analyses of current system, functions and operations. Research new products and upgrades to ensure security and operational efficiency. Works with vendors to receive quotes for products, services, and maintenance renewals. Provides the CISO with budget projections and departmental needs. Minimum and Additional Requirements A bachelor’s degree in communications, cybersecurity, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may substitute for the bachelor’s degree on a year-for year basis.

Preferred Qualifications Knowledge of the principles and techniques of planning programs and work activities in an information security environment. Ability to plan and supervise the implementation of short- and long-range information security-based activities and objectives. Hands on management professional who can help build teams with demonstrated leadership skills in the areas of people management, conflict resolution, team building, presentation skills, and metrics-based management. Previous experience managing teams, budgets, and procurement processes. Experience in designing and implementing security awareness programs and conducting employee training. Strong analytical and problem-solving abilities, with the ability to troubleshoot complex issues and develop practical solutions. 5+ years of experience in IT management, with at least 2 years in a cybersecurity-related role. TIA, ISC
(2), SANS GIAC or similar. Experience administering multifactor authentication devices; Experience managing security awareness training platform; Experience with new hire training and orientation. Healthcare relate experience Minimal supervision by the CISO, with the employee exercising discretion and independence with regards to managing the efforts for the Cybersecurity Program Management team. Employee will supervise staff (FTE/TGE and Contractor) responsible for Cybersecurity Program Management.
