Major Functions The County of Volusia is seeking a Digital Process Innovation Manager for the Information Technology division. This position will be responsible for identifying, designing, and implementing innovative digital solutions that enhance government operations and improve efficiency across departments. The role involves utilizing advanced technologies to rapidly develop custom applications, streamline processes, and drive digital transformation initiatives throughout the organization.
NOTE:
The selected candidate must work extended hours when needed to complete critical projects and respond to county emergencies or activations. Illustrative Duties (

Develops rapid prototypes and proof-of-concepts using modern development tools and platforms, including development assisted by artificial intelligence (AI).
Designs and implements comprehensive digital solutions combining machine learning with traditional coding, acting as a solution architect and hands-on developer.
Oversees the design, development and implementation of digital solutions from concept to deployment.
Has an understanding of entire technical stacks and the role each part plays in a solution.
Leverages machine learning and advanced technologies to find efficient ways to cut costs, and save time on processes.
Measures and reports on efficiency gains, cost savings, and Return on Investment (ROI) of implemented solutions.
Collaborates with departments to understand their workflows and identify opportunities for process improvement.
Leads the identification, design, and implementation of digital solutions that enhance government operations.
Serves as a bridge between technical teams and departmental stakeholders.
Creates and maintains documentation for all developed systems and processes.
Manages project teams when needed to implement larger initiatives.
Stays current with emerging technologies and evaluates their potential application within county operations.
Presents innovative solutions to leadership and provides demonstrations of implemented systems.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned. Minimum Requirements Seven (7) years of experience in Computer Science, Information Technology, Business Administration, or related field in which three (3) of those years should be experience in process improvement, software development, or digital transformation. OR Bachelor’s degree in Computer Science, Information Technology, Business Administration, or related field and three (3) years of experience in process improvement, software development, or digital transformation. A comparable amount of training, education, or experience may be substituted for the minimum requirements. Must possess and maintain a valid driver’s license at time of hire. Must possess a valid Florida driver’s license within 30 days of hire and maintain thereafter. The preferred candidate, having met the minimum requirements; will have experience with process analysis and improvement methodologies, modern software development concepts and tools, AI-assisted development, Python, web technologies, application programming interfaces (APIs), containerization, high availability (HA) hosting and demonstrated ability to conceptualize and design digital systems.
