The Client is seeking a highly skilled IT Project Manager to oversee the migration of legacy mainframe systems to the state’s Cloud Services platform. This role is crucial for modernizing DHS’s IT infrastructure and ensuring successful transformation aligned with business goals and compliance standards.

Position Summary:

The selected candidate will lead and manage the end-to-end lifecycle of the Mainframe to AWS Cloud migration project. Reporting to the PMO Officer and working in close coordination with the Chief Architect, vendors, and business stakeholders, the Project Manager will ensure the timely and effective delivery of modernization initiatives. This is a less technical, more strategic role , requiring strong project governance, stakeholder management, and communication skills, with hands-on experience in mainframe-to-cloud migration efforts.

Key Responsibilities:

Lead the planning and execution of Mainframe-to-Cloud migration projects. Define scope, create project plans, and manage schedules, resources, risks, and budgets. Collaborate with resource managers, vendors, business analysts, and SMEs. Provide regular updates to executives and stakeholders on project status, risks, and milestones. Establish and implement project management methodologies, tools, and standards. Facilitate project meetings, document decisions, and manage changes in scope. Ensure successful project delivery through performance tracking and post-implementation reviews. Support PMO standards and promote continuous improvement. Manage vendor relationships and ensure project alignment with contract terms. Work with architecture, QA, and security teams to meet compliance and quality standards.

Required Qualifications:

Bachelor’s degree in Information Technology or a related field (Master’s preferred). PMP certification from PMI or equivalent (must be current and uploaded). Minimum of 7 years of IT Project Management experience. Minimum of 5 years of experience coordinating vendor-managed projects . Hands-on experience migrating mainframe applications to cloud platforms (e.g., AWS). Strong knowledge of mainframe operations and modernization methodologies. Experience working in an enterprise outsourced IT environment . Proficiency with Microsoft 365 tools (Word, Excel, PowerPoint, Project, Teams, etc.). Exceptional written and verbal communication skills, including experience presenting to executive leadership . Experience working with state government agencies or similar public sector environments.

Preferred Qualifications:

Experience in Health and Human Services (HHS) systems, eligibility projects, and business process redesign. Experience conducting process assessments and implementing improvement strategies . Familiarity with cloud architecture best practices and AWS tools/services. Understanding of government compliance, security, and procurement procedures.
