Position Overview:
The IT Project Manager – Journeyman is responsible for the planning, initiation, execution, and oversight of IT projects supporting the U.S. Coast Guard ALC ISD mission. This role serves as the primary liaison between business stakeholders and technical teams, ensuring that project objectives, deliverables, and milestones are met in alignment with contract requirements. The IT Project Manager will lead cross-functional teams, monitor project progress, enforce standards, and manage cost and schedule performance, while ensuring compliance with the full systems development life cycle.
Key Responsibilities:
Lead, guide, and manage technical teams responsible for executing IT projects, ensuring alignment with organizational goals and contract specifications. Serve as a liaison between business users and technical staff to capture and refine project requirements and deliver functional IT solutions. Plan and manage all phases of the systems development life cycle, including system design, development, testing, implementation, and maintenance. Establish and monitor project schedules, milestones, and budgets; provide status updates to stakeholders through reports and briefings. Approve documentation standards, feasibility assessments, system specifications, and policy recommendations to support IT project execution. Oversee the creation and execution of Program Management Plans and Technical Specification Plans to guide technical and functional performance. Implement change management strategies and drive process improvements to increase project efficiency and stakeholder satisfaction. Support system enhancements and new development initiatives by evaluating business needs and aligning solutions with mission requirements. Supervise assigned personnel and manage day-to-day project tasks to ensure on-time delivery and contract compliance.
Minimum Education and Qualifications:
Bachelor’s or Associate degree in Computer Science, Math, Information Technology, Engineering, Business Management, or a related field; or an IT Certification such as PMP. (Two years of experience may substitute for one year of education.)
Required Experience and Skills:
Minimum of two (2) years of experience providing technical direction and project management on IT systems or integration projects. At least one (1) year of supervisory experience leading technical teams in addition to the two years listed above. Minimum of two (2) years of experience with change management and implementing process improvement initiatives. Familiarity with all phases of the systems development life cycle (SDLC). Demonstrated ability to manage technical and functional teams in a collaborative environment while meeting cost, schedule, and performance goals. Strong communication and interpersonal skills for stakeholder engagement and reporting.
