The City of Fayetteville is currently recruiting for a Network Engineer to be responsible for the research, development, recommendation, implementation planning, installation, maintenance, support, and troubleshooting of the City’s data network and telecommunication infrastructure systems. Provide project management support for all construction projects, renovations, data/voice cloud and on-premise infrastructure expansions, upgrades and repairs. Install, configure, and manage changes, monitor and troubleshoot the City’s data/telecommunications infrastructure. Provide tier 3 helpdesk support in a timely and accurate fashion and supports end-user data/voice/telecommunications needs.
ESSENTIAL DUTIES & RESPONSIBILITIES
Oversee the daily maintenance, monitoring, and administration of the City’s data/telecommunications infrastructure and its associated software including cloud-based services, telephone circuits, call management system, voicemail, interactive voice response, and PBX, including the maintenance, update and upgrades, back up, and support of associated systems.
Oversee the daily maintenance, administration, planning, and installation of the City’s Ethernet/fiber/coax infrastructure. Develop operations and maintenance plans in accordance with stated business strategies. Work with end users and the Network Administrator to establish service priorities and address issues based on user requirements. Administer adds, changes and repair requests from end-users as well as coordinating new service installations. Assist the ITS Officer with the preparation of the data/telecommunications infrastructure budget recommendations.
Provide IT consultation and project management for construction/renovation projects and Ethernet/fiber/coax adds and changes. Provide project plans and coordinate telecommunications projects for timely and successful completion accomplishing the required IT goals of the project.
Develop, implement, and maintain policies, procedures, and training plans for telecommunications systems administration and appropriate use. Assess needs for any system reconfigurations (minor or significant), make recommendations and implement approved recommendations as required. Maintain the existing and recommend new contracts for data/telecommunications infrastructure equipment and services.
Conduct research and provide recommendations on emerging products, services, protocols, and standards in support of the data/telecommunications infrastructure and equipment; coordinate the approved purchases of data/telecommunications infrastructure products and services.
Monitor and identify capacity and performance issues for network and telecommunications traffic to ensure continued, uninterrupted operation of telecommunications systems. Perform voice/data telecommunications analysis; generate telecommunications usage and inventory reports; prepare status reports and various reports (statistical and narrative) and analysis as required.
Assist with testing and development of disaster recovery plans to detect faults, minimize malfunctions, and backup the telecommunication systems.
Attend and participate in professional and technical meetings, and interact with technical, vendor and contract staff to ensure the safe and proper installation of Ethernet cabling, wiring and other data/telecommunication infrastructure and hardware.

MINIMUM QUALIFICATIONS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of increasingly responsible experience in the operation, technical management, and utilization of on-premises and cloud-based VoIP/Cellular/Analog telecom systems, Ethernet/Fiber network infrastructure support, Windows computing, and WAN/LAN technologies or at least four years military experience with Military Occupational Codes (MOS) designated as 25B (Information Technology Specialist), 25D (Cyber Network Defender).
Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in telecommunications, management information systems (MIS), computer science, or other related field.
LICENSING & CERTIFICATIONS
Required:
None.
Preferred:
Avaya Cloud Solution and Ring Central training, CCNP Voice, Network+ certification, Linux certification, BICSI wiring/design certification.

Candidates selected for a position within the Information Technology Department will be required to successfully complete a Police Department and fingerprint based background check. From the time of closing, the selection process is anticipated to last approximately 4 – 6 weeks.
