S.Department of Defense. It is responsible for contingency planning,operations, and security cooperation in the

USSOUTHCOM

Area ofResponsibility (AOR) which includes South America, Central America,and the Caribbean.

The ProSidian Engagement Team Members work toprovide all personnel, supervision, and other items andnon-personal services necessary to perform SharePointAdministrator, Procurement Analyst services, and Financial Analystservices. The Contractor shall support accountability of the

contract requirements for the Procurement OperationsCell to a level of accuracy that is financially auditable, andreporting. Provide SharePoint Administrator shall provideadministrative services to the SCJ8 Directorate SharePoint websitepages. Provide accountability and data entry support to theProcurement Operations database to maintain 100% accountability of

contracts/procurement information in support auditingpurposes.

This is a Key Personnel addition to the project.

SharePoint Administrator Candidates shall work to supportrequirements for Program Support and be responsible for the

Directorate SharePoint administration performance ofthe work. The developer will be responsible for managing the J8Directorate’s SharePoint collaboration environment, administeringthe day-to-day maintenance of the J8 Directorate’s SharePoint site,including overall design, architecture, availability, permissions,reliability, operations, maintenance, monitoring and security ofthe portal; and creation and management J8 Directorate databases toinclude but not limited to the Procurement Operations ContractingManaging System.

The SharePoint Administrator possesses theknowledge and capability to utilize the Microsoft SharePoint2010/2013/2016 Application independently as follows:(1) Drivesolutions by 3 years’ experience independently utilizing allMicrosoft SharePoint a. 2010/2013/2016 functions leveraging the SharePoint Features,Services, and Service b. Connection.(2) Developing SharePoint look and feel throughthe modification of master pages, .css a. files, and XML Files.(3)Providing workflow process analysis and recommendations from thatanalysis.(4) Design workflows and applications including userinterface, site, and template design.(5) Recommend to J8 seniorleadership architectural structure related to respective workflowtask.

The SharePoint Administrator shall also provide softwaredeveloper, data collection, analytical services, and systemadministrator. The Contractor will provide a monthly and quarterlylog sheet(s) which summarizes the various state of completion andmetrics for all assignments, deliverables, and products. Thecontractor may need to complete additional training as required bythe government to meet cybersecurity, computer access, and contentmanagement requirements. Administer the

DirectorateSharePoint site. Ensures the site is wellorganized; appropriateaccess controls are identified; and issues are resolved. Ensures ahigh level of usability and ease of navigation throughout sites.

Troubleshoots SharePoint application issues. Assists users in thecreation and management of sites. Responsible for implementing,training, and supporting all SharePoint related functions to endusers of all technical skill levels. Support, foster, and promoteSharePoint to end users. Help end users understand how to properlyuse this platform in accordance with Command policies. Providetechnical and administrative assistance to all users within the J8Directorate.

QualificationsThe SharePoint Administrator shall haveconsecutive employment in a position with comparableresponsibilities within the past five (5) years, Must be able touse a computer to communicate via email; and proficient inMicrosoft Office Products (Word/Excel/Power point) and relatedtools and technology required for the position. Work products shallbe thorough, accurate, appropriately documented, and comply withestablished criteria. The candidate shall ensure that duties areperformed in a competent and professional manner that meetsmilestones/delivery schedules as outlined.

MinimumEducation/Experience:

The SharePoint Administrator shall have 3years of proven expertise with Microsoft SharePoint. SharePointAdministrator Proposed personnel possesses the knowledge andcapability to utilize the Microsoft SharePoint 2010/2013/2016Application independently and Business Administration orInformation Technology Associate degree.

The SharePointAdministrator shall possess a certification for Microsoft OfficeSpecialist (SharePoint) and/or Microsoft Technology AssociateCertification (Network & Database). A copy of the professionalcertificate(s) shall be submitted to the COR upon contract awardand/or prior to beginning contract performance. The SharePointAdministrator shall possess an active SECRET Level securityclearance as SharePoint work will be conducted on the NIPR, SIPRand

Work products shall be thorough, accurate,appropriately documented, and comply with established criteria. Thecandidate shall ensure that duties are performed in a competent andprofessional manner that meets milestones/delivery schedules asoutlined.
