Videos Duties The primary responsibility of the incumbent is to serve as the deputy administror for the service and independently manage the human resource and business office functions including workload capture, scheduling, clinic building, and managerial cost accounting. The incumbent will cover for their supervisor, Supervisory Health System Specialist (CRH Administror) in his/her absence. Some travel is required for this position. Major duties include but are not limited to: Plans and carries out personnel management training and development of employees; evalues employees work performance; recommends selections, promotions, stus changes, awards, disciplinary actions and separions; plans, schedules, and coordines work operions; solves problems reled to the work supervised; determines merials, equipment, and facilities needed; explains and gains the support of employees for management policies and goals (for example, cost reduction and safety); and works to achieve the objectives of Government-wide personnel programs and policies (e.g., labor-management relions and equal employment opportunity). Establishes performance standards and evalues performance. Interviews candides for positions, and makes final decisions for appointment, promotion or reassignment. Hears and resolves complaints from employees, referring more serious cases to supervisor. Effects minor disciplinary measures such as warnings and reprimands. Recommends action in more serious cases. Identifies and provides for developmental and training needs of employees. Assures adherence to EEO objectives. Operes as the liaison with human resources and health administrion service as various VA Medical Centers to ensure the business activities of CRH are managed appropriely. Develops, and monitors programs, plans, procedures and methodologies reled to telehealth business operions. Serve as an internal consultant to CRH Clinical Directors on specific quality and business operional improvement projects such as aligning organizional processes, improving revenue capture, hiring flexibilities and reinforcing new practices. Performs other reled duties as assigned.

Individual Occupional Requirements Specialized Experience:
Progressively responsible analytical or administrive, or clinical management or supervisory experience in the health care field. This work may have been performed in an opering health care facility or a higher organizional echelon with advisory or directional authority over such facilities. Work must have involved a close working relionship with facility managers and analysis and/or coordinion of administrive, clinical, or other service activities, and provided knowledge of the following: Missions, organizions, programs, and requirements of health care delivery systems; Regulions and standards of various regulory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrive areas such as budget, personnel, and procurement. Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an opering health care system and included: Assignments providing a knowledge of basic health system administrion philosophies, practices, and procedures, and basic government administrive policies and requirements; Practical assignments providing an opportunity to apply health system administrion skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administror with periodic evaluion of the individual’s progress and approprie adjustment of the training program.
