Broad knowledge of business and system analysis with strong experience in creating requirements and design documents Broad technical knowledge and experience supporting a wide range of applications, data processes, and technologies (e.g., Java, .NET, Oracle, SQL Server, and SaaS Cloud). Prior experience with Jira, SQL Queries, Rational Quality Manager (RQM), and ADA compliance. Strong familiarity with NIST security standards and working with PII and PHI data. Proven understanding and knowledge of the software development life cycle (SDLC). 5+ years of experience in business analysis and data integration. Experience managing and/or working with third-party vendors. Experienced in epics, use cases, stories, features, and testing methodologies, including functional, system, integration, performance, and UAT. Ability to develop and maintain effective relationships with management, end users, project team members, and vendors. Excellent customer service skills. Excellent oral and written communication, as well as presentation skills. Proficient in using the Microsoft Office suite, Visio, MS Project, and other project management and collaboration tools. Excellent problem-solving skills.

QUALIFICATIONS

(Education, Years’ Experience, Certificates) Bachelor’s degree in computer science, Information Systems, Business Administration, or other related field, or equivalent work experience. Professional certification in IIBA, Six Sigma, or TOGAF preferred, or a minimum of 5 years of extensive hands-on experience in IT application implementations or systems support. At least 5 years of experience working in a Business, System, and Data Analysis, or other related experience in an IT healthcare environment. At least 5 years of business analysis and data analysis or related experience within Business application implementations or IT software development projects.

JOB DESCRIPTION

The MassHealth Information Technology Office is seeking a highly motivated Senior Systems Analyst with expertise in supporting full system development and data management lifecycles on multiple projects. In supporting these types of projects across MassHealth and the Office of Long-Term Services and Supports (OLTSS), the Senior System Analyst will play a critical role. The Senior Systems Analyst role will involve continually acquiring, documenting, and enhancing business processes through discovery, elicitation, diagramming, documentation, mapping, analysis, and is expected to become a trusted partner in recommending future improvements. Utilizing common IIBA Business Analysis frameworks, toolsets, and/or methods will ensure quality improvements, business continuity, and that any internal knowledge repository is updated, as this is paramount to ensuring internal expertise. The Senior Systems Analyst role is expected to grow in skill and knowledge as the project progresses. The candidate is expected to acquire this necessary knowledge quickly and possess excellent technical writing, modeling, data analysis, and presentation skills. They must have experience in working on the Design, Development, Implementation, and Testing phases of large application/SaaS implementation projects, as well as possess familiarity with SQL, ETL, EDI, and Web Service efforts. The Senior System Analyst should be adept at presenting complex problems simply to executive management and other stakeholders. Once a trusted expert, the candidate will be called upon to participate in recommending current and future strategies for the business and technical leadership. The candidate is required to have some project management experience, able to plan agenda’s and manage meetings, have prior experience in working within governance structures, in keeping minutes, conducting peer reviews, maintaining project risks and defects (In excel, Teams MS Lists, Jira or other tracking system), reporting on projectwork status, in job and time estimating, and in working in a matrixed shared service teams’ environment. This position is anticipated to be a long-term engagement. It is currently a hybrid remote position, with the candidate able to come into the Quincy, MA office with 24 hours’ notice.

DETAILED LIST OF JOB DUTIES AND RESPONSIBILITIES

Core System and Data Analysis skills Quickly develop a deep understanding of the business environment, its leadership, its business processes, its system processes, its data flows, data sources & integrations. Manage “document” and “requirement” traceability, ensuring the Product Solution and Vendor support the Business’s stated requirements (BRD, TRD, DRD, SAD), and ensure proper control in a SharePoint environment. • Gather, document, and analyze the various data schemas and master interface control documents, including the “sources to target” inventory, all in support of the business’s data integration needs. Lead solution design and configuration requirement gathering, document solution design, and, when required, help develop appropriate user and system test scripts, which may include negative test scenarios. Provide subject-matter expertise, data requirements, discovery, mapping, GAP analysis, and report creation using native database discovery and documenting tools to help Vendors, Developers, and QA Testers improve their efficiency, accuracy, and consistency in their code and testing processes. Maintain and enforce proper change control in the business’s document repository to ensure that all business changes, impacts, and dependencies are accurately updated when changes are required. Ensure changes are maintained in source documents. Present findings and/or recommendations as required and work closely with internal and external stakeholders. Manage project risks, defects, and reporting, ensuring collaboration across matrixed teams and external vendors. Review and enforce

Privacy and Security policies when processing confidential data, and ensure updates are made to the information guidelines. Testing & Quality Assurance Skills Help Plan and execute comprehensive testing strategies to validate the accuracy and completeness of User Interfaces (UI), Workflows, Business Logic, Validations, ETL, EDI, Reporting processes, documents, and tracking resolutions to all issues that arise during testing, if so required.
