We currently have an opening for an Applications Systems Specialist The primary responsibility of the Applications Systems Specialist I is to analyze, design, code, test, and implement complex and advanced computer application systems, as well as maintain existing systems in the Traffic Records Systems (TRS) unit. The primary purpose of the Traffic Records Systems (TRS) unit of Information Technology is to provide the full range of information technology processing services and support for the Division of Motor Vehicles (DMV) – Traffic Records section and the Division of Highways (DOH) -Traffic Safety Systems Section in the North Carolina Department of Transportation. TRS consists of 6 complex applications related to motor vehicle crashes and crash analysis and utilizes multiple technologies. In addition, it interfaces with various internal and external applications. The TRS unit’s work efforts are driven by the modification and re-engineering of the client business areas and/or computer application systems, state and federal legislative mandates, organizational changes, and technological changes. Duties include, but are not limited, to: Lead projects related to business functions of the TRS applications. Act as a technical interface for the applications and provides level 2 application support to end users within the DMV and DOH. Supports external users such as police departments, police officers, municipal/county traffic engineers, and DOH contractors. Provides this support by working with other IT resources such as Helpdesk, Operations, Database Administrators, Mainframe Support and State support personnel.

Knowledge, Skills and Abilities / Competencies To qualify for this position, applicants must document on the application that they possess ALL of the following: Demonstrated experience in applying principles of application analysis and design, cost analysis, staffing estimation, testing, documentation, and/or implementation Demonstrated ability to analyze and interpret organizational and procedural problems to make modifications to existing applications or to develop new applications Demonstrated ability to set and/or meet deadlines for deliverables based on user expectations, policies, and guidelines Demonstrated experience in application usability and design, object-oriented design, relational database design, and/or developing n-tier/web-based applications using .NET/C#/ASP .Net Core, SQL Server, HTML5/CSS, JavaScript, REST APIs, and/or GIT/Azure DevOps Demonstrated experience in testing codes, troubleshooting issues, managing workflows, configuring models per user requirements, and keeping up with emerging techniques The following Management Preferences are not required, but applicants that possess these skills are preferred: Experience with ASP.Net MVC Experience with Dapper and Entity Framework Experience with testing frameworks such as nUnit, MSTest Minimum Education and Experience Requirements Bachelor’s degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development OR Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development OR High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience.
