Position Purpose:
Functions as a subject matter expertfor controls systems support required for the operations of asurface water treatment plants, wells, wastewater treatment plantsand remote facilities in the potable water distribution andwastewater collection systems. Under the direction of SCADA -Control Systems Specialist, this position will be responsible forthe maintenance and troubleshooting to support reliable operationsof all plant and remote-facilities control systems.
PrimaryDuties/Responsibilities:
Broad knowledge and skills in all aspectsof controls engineering, industrial instrumentation and controldevices is required. Responsible for ensuring the Utility SCADAstandards are maintained and the control systems are in compliancewith Veolia, Industry, State, and Federal cyber security rules,guidelines, policies, and best practices. Proactively evaluate,enhance, and develop preventative maintenance activities forinstrumentation and control devices in the systems. Responsible formanagement of data acquisition originated from SCADA, or similardata source to ensure data quality and availability for theoperation / business needs. Execute preventative maintenance andcorrective maintenance activities. Key member of the Veolia NewYork Smart SCADA upgrade project team. Responsible for theoperation and maintenance of the control systems hardware/software,communication networks, and historical database systems.
Responsible to maintain control system Emergency coverage. Somenight and weekend emergency work is required. Participate in theVeolia NY OPS Emergency Response Team. Troubleshoot systems;perform root cause analysis, identify resolution options, implementbest alternatives. Oversee vendors for work performed on controlsystems and related devices, such as: RTU modules, VFD’s, Chemicalpumps, Flowmeters, WQ instrumentation, etc. Support operations,engineering, and corporate departments in defining control systemrequirements balancing cost, efficiency, and security. Travel -Must respond to remote locations to troubleshoot, repair, andimprove control systems as required to maintain continuity ofservice for customers and regulatory compliance. Maintain andrepair the control system communications, including plant fiberoptic, routers, switches, firewalls, cellular modems, and serialradios. Develop operational procedures, reports, etc. Supportingoperations and to ensure regulatory compliance and the requirementsof both internal and external clients. Coordinate with the UtilityM&S control system group with regards to SCADA standards,significant system changes, problem-solving assistance. Keep properand timely updates and communication. Coordinate with Veolia’s TSgroup with regards to Industrial Control System cyber security,network maintenance, and computer system maintenance. Other dutiesas assigned.
Qualifications Education/Experience/Background:
B.S.degree in Engineering or related technical field or 5 years ofexperience (as described below). 5 years in control systemtechnology. Experience in water or wastewater treatment plants andsystem facilities. preferable but not required. Hands-on experiencein PLC/HMI system programming required.
Knowledge/Skills/Abilities:
Network and remote communications including radio, cellular, andTCP/IP networking a plus. Excellent interpersonal andproblem-solving skills coupled with a strong technical background.
Exercise discretion and independent judgment. Capable to useMicrosoft Office packages effectively, skills in VBA programming aplus. Familiar with basic electric AC/DC circuits, control wiringsand ladder logic controls programming. Knowledge of widely usedcontrol system packages such as Rockwell, GE Proficy, GeoSCADA orsimilar required. Be available to support operations wheneverneeded (occasional nights and weekends). Must be able to read andwrite. Ability to learn new water industry technology and teach.
Physical Requirements:
Must be able to walk on uneven terrain;climb ladders, hills and stairs; enter confined spaces to whereSCADA equipment is located, moderate lifting up to 25 pounds; sit,stand and walk for long periods at a time.
