Summary:

This is a technical and skilled position focused on the installation, configuration, testing, operation, and maintenance of equipment related to information systems and technologies. The individual will be responsible for the operation of the information technology systems that support the City’s operations. This role includes providing end-user support for IT systems, workstations, printers, and other peripherals. Familiarity with Voice over IP (VoIP) and conventional telephone systems, as well as 2-way radio functionality and installations, is required. The position reports to the Department Director or their designee.

Responsibilities:

Responsible for performing construction and maintenance tasks related to Ethernet cables (CAT5, CAT6) and Fiber Optic cables. This includes operating bucket trucks; hydraulic and handheld tools; and/or equipment as required. Must adhere to safety policies and procedures regarding the proper use of vehicles, tools, and equipment in accordance with accepted communication line work practices
Responsible for ensuring the City’s network infrastructure documented. Walks over various terrains, climbs ladders, and handles Ethernet and delicate Fiber Optic cables.
Responsible for performing regular audits of the City’s infrastructure to ensure the accuracy of documentation.
Works with the IT Department to assist and serve as technical back-up. Troubleshoots IT Related issues, identifies problems, and creates solutions.
Responsible for the installation, troubleshooting, and maintenance of Ethernet and fiber optic networks, including Ethernet termination and fiber optic fusion splicing as needed. This role involves both new splicing and repair splicing. Additionally, assistance may be required in other departments as necessary.
Performs testing, configuration, installation, and troubleshooting of media converter edge electronics hardware used in implementing data network transport systems.
Performs technical testing of fiber optic cables in the field using an optical time domain reflectometer (OTDR). Must be able to determine acceptable losses of transmitted light signals across fusion and mechanical splices.
Performs testing on fiber optic cables to pinpoint any breaks in the cable when troubleshooting customer circuits.
Consults Network staff to resolve and troubleshoot fiber network equipment problems and performance issues.
Identifies fibers visually by using labels and color-coding. Takes handwritten notes and adds red-lines to drawings. Inputs documentation notes and red-lines into a database and Computer-Aided Drafting software with a keyboard and mouse.
In the event of a system malfunction, you will be required to respond on an on-call schedule at any hour. You must assess the situation and use your judgment to make appropriate repairs as quickly as possible to meet service demands. Being on-call is mandatory for this position.
Responsible for installing, configuring, and troubleshooting network hardware at both City facilities as well as Williston Fiber customer facilities.
Responsible for working directly with Department Director or Designee to test, configure, apply, and install new telecommunication technologies.
Ability to maintain and troubleshoot network devices for inter-connectivity of the data network.
Evaluates new technology related to network and fiber optic systems and products, providing recommendations for enhancements and expansions to support proactive network growth.
Must track usage of supplies and materials, not limited to, fiber splicing equipment including splice enclosures, splice trays, fan-out kits, and fusion protection tubes to ensure an adequate stock for daily activity. Must fill out work orders and logbook on a daily basis.
Provides input to the development of the enterprise’s annual budget.
Communicates with other employees in person and via two-way radio, clearly and politely, and also interacts with customers at job sites.
Assists in training and instruction of other personnel. Provides “on the job” training in the field to fellow crew members on proper use and operation of equipment, proper procedures and safety practices.

Skills and Abilities:

Working knowledge of standard methods, practices, tools and materials used in repair and maintenance of network infrastructure and computer systems hardware.
Ability to work from service manuals, blueprints and diagrams.
Comprehensive understanding of hazards and safety precautions necessary to protect individuals and equipment in field and substation environments.
Demonstrate skills in using and caring for electrical and electronic test equipment relevant to the specialty, including OTDRs, volt-ohm meters, fiber optic testing devices, fusion splicing tools, and other equipment used in the trade.
Acquire a working knowledge of Computer-Aided Drafting (CAD) equipment and procedures to update electrical schematics and wiring diagrams.
Ability to analyze data, prepare complex mathematical calculations, and visually audit reports, records, and drawings for accuracy and completeness.
Must be able to remain calm in stressful situations.
Capable of maintaining a total bucket capacity of 300 pounds, which includes 40 pounds or more of tools, ensuring that the maximum lift capacity for bucket truck operations is not exceeded 300 pounds.
Must be able to work safely with and around active electrical lines.
Must be able to detect wire of different colors.
Ability to follow oral and written instructions.
Ability to work outdoors in adverse weather conditions.
Ability to work under minimal supervision.
Ability to maintain accurate records and reports.
Ability to problem-solve, evaluate the needs of others, and make independent judgments to address customer concerns.
Ability to work at various heights, or in trenches, vaults, or confined spaces and able to climb into a bucket and work off a ladder.

Requirements:

One (1) Year work experience or primary training in Information Technology, required.
Interpersonal skills: ability to clearly communicate orally and in writing, complex technical issues.
Must have the ability to distinguish full range of colors.
Experience working with OTDR equipment and using such testing equipment to determine losses associated with fiber distance and fusion splices is preferred.
High School Diploma or equivalent.
CDL Class B required within six (6) months.
Valid Florida Driver’s License for required travel.
Employer conducts drug screening, background, and motor vehicle record check.
Certified Fiber Optics Technician (CFOT) Certification, Certified Fiber Optics Splicing Specialist, (CFOS/S) Certification, Certified Fiber Optics Specialist in Testing and Maintenance (CFOS/T) Certification preferred.
Must be able to lift up to 100 pounds.

Residency Requirements:

The employee must live and remain living within 35 minutes of City of Williston, City Hall (presently 50 NW Main Street, Williston, FL 32696) work facility.
