The Community and State (C&S) Product Owner acts as the voice of the business, conducting research, design, and development to translate complex business requirements into actionable features and user stories for the C&S claims systems. This cross-functional role involves reviewing requirements and performance against expectations, coordinating, facilitating, and influencing changes to the product for optimal performance. Product Owners collaborate with internal and external business partners to recommend future directions, respond to inquiries, and ensure alignment with business goals.

Primary Responsibilities:

Document and translate business requirements into features and user stories. Capture, analyze, organize, and prioritize the product backlog, including features, user stories, and acceptance criteria for complex initiatives. Serve as the ‘voice of the customer’ with delivery teams, representing and reinforcing the customer’s perspective throughout agile development. Ensure the product aligns with customer needs. Collaborate with a cross-functional team of designers, business analysts, developers, testers, and others to develop and execute Product Roadmaps and Release Plans. Provide explanations and information to Agile teams, stakeholders, and managers. Prepare and present information to leadership for decision-making. Provide weekly status updates to leadership. Promote and drive an agile development approach within teams. Lead, build, and maintain a backlog/inventory of system and business requirements to quickly react to additional enhancement capacity. Provide direction to business/capability/product analysts and scrum team members to ensure the highest value is delivered. Manage, prioritize, and assess the impact of defects and issues, including providing key input on decisions to fix or defer.

Preferred Qualifications:

2+ years of experience as a Product Owner in an Agile software development environment. 1+ years of experience with medical claims, preferably within the CSP Facet platform. Basic understanding of Medicaid. Experience with the Rally Agile Development Tool. Experience implementing software from ideation/requirements through to successful delivery. Experience with Agile methodology. Experience evaluating capabilities and translating business requirements. Experience facilitating meetings and presenting documented requirements and complex concepts to clients/customers. Intermediate experience with Microsoft Office products (Excel, Word, PowerPoint, Visio). Experience collaborating with business partners in a matrix organization. Experience working directly with senior-level business stakeholders. Ability to communicate complex and technical issues to diverse audiences.
