Position Overview:

The Computer Systems Engineer/Architect SME is responsible for designing and developing solutions to complex application, system administration, and network problems within the U.S. Coast Guard ALC ISD enterprise. This role focuses on delivering comprehensive systems management, integration, and enterprise architecture support aligned with strategic business objectives. The engineer develops high-level architecture blueprints, enterprise system roadmaps, and detailed solution designs that enable standardized, scalable, and sustainable IT capabilities across the organization.

Key Responsibilities:

Design and implement enterprise-level IT architectures, including the development of solution architectures, architecture roadmaps, and implementation strategies. Analyze and model complex systems and business processes, ensuring alignment between IT strategy and mission requirements. Use Enterprise Architect tools to create visual models, including requirements diagrams, business drivers, constraints, use cases, and technical components. Support systems integration efforts by analyzing, designing, and implementing interconnected systems and processes. Develop technical requirements, architecture models, and transition plans to improve interoperability, scalability, and operational resilience. Facilitate team alignment and promote standardization through documentation of business processes and IT assets. Provide technical leadership on system modernization, leveraging domain knowledge to integrate legacy systems with new enterprise technologies. Support continuous improvement by assessing system performance, identifying inefficiencies, and recommending design enhancements. Ensure all enterprise architecture designs comply with relevant cybersecurity, data governance, and IT policy requirements.

Job Requirements Minimum Education and Qualifications:

Bachelor’s or Associate degree in Computer Science, Math, Information Technology, Engineering, or related field; or an equivalent IT Certification. (Six years of experience is equivalent to three years of education.)

Required Experience and Skills:

Minimum of six (6) years of experience with Ingres, SQL, Microsoft SQL Server, and Oracle relational database systems. Six (6) years of experience developing and managing Procedure Language/SQL (PL/SQL), including stored procedures and triggers. Six (6) years of experience using System Modeling Tools to develop architecture frameworks and solution designs. Demonstrated experience in all phases of the application/system lifecycle including design, engineering, and analysis. Minimum of six (6) years of experience in Agile DevSecOps environments and familiarity with toolsets such as Kubernetes, Jira, Confluence, and Bitbucket. Proven ability to translate business objectives into IT solutions that meet enterprise standards and mission outcomes.
