Voyatek is seeking applicants for an upcoming need of Level 2 Developers to join our NYS Integrated Eligibility System Team located in Albany, NY. This role is On Site (possible some remote work) and is a long term contract. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.
Key Responsibilities:
The .NET Developer will design, develop, test, and maintain enterprise web applications using Microsoft technologies, including
ASP.NET, C
#, and .NET Core. The role involves front-end and back-end development, integrating complex systems using SOA and microservices, and collaborating with business and technical teams to ensure solutions meet user requirements and project goals. Developers at the senior level will also contribute in a leadership capacity, guiding team members and influencing design and architecture decisions.
Key Responsibilities:
Translate business requirements and system designs into robust, scalable .NET applications. Develop full-stack web applications using .NET Core/.NET Framework, C#, ASP.NET MVC, Razor, and JavaScript frameworks. Build and maintain RESTful and SOAP web services, Web APIs, and microservices. Design and manage relational and NoSQL databases (e.g., SQL Server, Oracle). Participate in all stages of the SDLC including coding, testing (unit and automated), documentation, deployment, and support. Use DevSecOps tools and practices (e.g., Azure DevOps, Git, CI/CD pipelines, SonarQube) for version control, code quality, and automated deployments. Perform code reviews, support knowledge sharing, and enforce high software quality standards. Collaborate with cross-functional teams including business analysts, project managers, and other developers. Interpret and implement application logic based on business requirements
Qualifications:
4-7 years of experience in full-stack .NET development using C#, ASP.NET, and .NET Core. Experience in developing and maintaining applications using HTML, CSS, JavaScript, jQuery, AJAX, Bootstrap, and related web technologies. Background in Service-Oriented Architecture (SOA), Microservices, and integration technologies (e.g., WCF, REST APIs). Strong experience in relational database design and development using SQL Server or Oracle. Familiarity with Agile/Scrum methodologies and test-driven development (TDD).
Preferred Qualifications:
Hands-on experience with DevSecOps tools and CI/CD pipeline configuration. Experience with responsive UI/UX design and cross-browser compatibility. Proficiency in PL/SQL development, stored procedures, triggers, and performance optimization. Experience in state or health and human services systems such as SNAP, HEAP, Child Support, or Fair Hearings. Skilled in documentation and producing flowcharts, diagrams, and clear technical artifacts. Exposure to secure coding standards and best practices for developing public-facing systems. Familiarity with federal standards and compliance for public sector service delivery platforms. The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure and certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the hourly range is $60.00 – $65.00.
