DCAS plays a critical role in managing the City’s real estate portfolio, overseeing the acquisition, disposition, and reallocation of properties. With over 22 million square feet of leased private space, 400+ agreements permitting private use of City-owned property, and the management of 55 government buildings, DCAS depends on reliable and efficient real estate management systems to maintain operations. Currently, multiple legacy IPIS and Mainframe applications are at the end of their lifecycle and are being replaced by CRM-based features within the newly developed ACRES system. However, the senior developer responsible for maintaining these real estate systems is set to retire in April 2025, leaving DCAS at risk of losing critical technical expertise. To prevent operational disruptions and ensure a smooth transition, it is imperative to hire a Senior XRM Developer immediately. Under IT leadership, the Senior XRM Developer will:
- Lead the development and maintenance of the ACRES real estate management system, ensuring a seamless transition from outdated systems.
- Design and implement CRM-based solutions to supplement out-of-the-box functionality.
- Develop a holistic reporting and analytics framework for improved decision-making.
- Provide database administration and ensure system stability.
- Support city agencies by maintaining efficient real estate operations.

COMPUTER SPECIALIST
(SOFTWARE)
- 13632 Minimum Qualifications (1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or (2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1” above, including one year in a project leader capacity or as a major contributor on a complex project; or (3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above.
College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE:
In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification requirements. Special Note To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming. Preferred Skills
- 5+ years’ Experience in Microsoft Dynamics CRM development. Proven experience in customizing Dynamics CRM entities, workflows, business rules, and form scripting. required
- 5+ years’ Experience with Azure Integration Services, Web API, REST, and SOAP services required
- Experience with Microsoft Power Platform, including Power Apps and Power Automate preferred
- Experience with Agile/Scrum methodologies preferred
- 5+ years of experience in CRM Dynamics 365 functional analysis, development, and design
- Knowledge of Dynamics 365 CRM modules Sales & Marketing/Field Services/Customer Service, including configuration, customization, and extension capabilities
- Proficiency in creating both canvas and model-driven apps
- Experience in automating workflows and integrating various services
- Strong skills in designing and managing data models, especially with Microsoft Dataverse
- Skills in designing intuitive and user-friendly interfaces
- Proficiency in programming languages such as C#, JavaScript, TypeScript, HTML, and CSS
- Understanding of relational databases and SQL
- Experience with object-oriented design and design patterns
- Ability to communicate effectively with technical and non-technical stakeholders
