Functions Oversee the management and execution of a robust total ship test program including the development of test processes and procedures, test report templates, and management of testing at a dedicated production facility, shipboard, and Navy INSURV acceptance trials. Ensure compliance with testing/trial procedures, certification, and preventative maintenance programs stipulated under the program contract.

Essential Duties and Responsibilities:

Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described. Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
Develop and maintain all test metrics and provide briefings to the program office for the ship’s total test plan and schedule of tests. Coordinate competing priorities of all testing and activation projects to deliver results within financial and schedule specifications.
Support pre- and post-sea trials meetings.
Oversee the coordination with Engineering and Project Management to ensure that the shipyard testing strategy is being followed.
Review and approve test reports before CDRL submittal, including land-based, shipboard (pier side and underway), and Navy INSURV acceptance trials.
Work with Production, QA, and Engineering to ensure 100% corrective actions, within the OPC Test team, are completed. Apply all trial cards and deficiencies discovered during test/QA and ensure Test Trial Cards are corrected before the signing of DD 250 and all lessons learned are applied to follow on Hulls.
Manage the Planning and coordination of preventive, predictive, and breakdown maintenance of plant machinery, mechanical, electronic, electrical, and instrumentation equipment.
Conduct OPC test readiness, production, launch, and trial readiness reviews with USCG as required.
Manage Cable pull, test, and termination plan to support Shipboard test milestones across multiple hulls.
Coordinate with engineering to ensure engineering products support test procedure development and compliance with OPC and NVR requirements.
Coordinate with ABS to ensure test items are met per NVR requirements.
Perform other duties as assigned.

Supervisory Responsibilities:

 Will, directly and indirectly, supervise employees, contractors, and subcontractors assigned to the Test Dept. Travel is primarily local, although some out-of-area and overnight travel may be required. Reporting Relationship This position will report to the Test Director.

Qualifications Education/Experience:

 Bachelor’s degree in engineering or related studies plus a minimum of 10 years’ experience in shipboard (USCG/USN) testing, developing procedures, performing test validation, verifying prerequisites, and documentation into deliverable test reports. Experience with integration of a test program into Program Integrated Master Schedule (IMS), starting with design through fabrication, construction, and delivery required. Experience managing a test team through all phases of government/military shipboard testing through ship delivery to the customer. An equivalent combination of education and experience may be considered. Shipyard new construction experience, preferably on ABS-classed vessels, and other US Navy or US Coast Guard Programs, for 3rd Party Certifications, Requirements List (CDRL) Development and Management; Navy INSURV acceptance trials and developing test procedures using American Bureau of Shipping (ABS) naval vessel rules (NVR) requirements is highly desired.

Skills:

 Intermediate level to Advanced Microsoft Office including Word, Excel, and PowerPoint. Ability to read, analyze, and interpret documents such as professional journals, safety rules, company policies and procedures, technical procedures, or governmental regulations. Ability to interpret contract requirements, specifications, and drawings into a comprehensive test program. Ability to prepare and brief presentations of the test program to internal (Company) and external (Government) management teams. Ability to effectively present information and respond to questions from management, government officials, and the public. Must have accurate written and verbal communication skills to carry out and understand assignments and convey or exchange routine information. Ability to rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports. Ability to work both independently and as part of the project team with the ability to exercise diplomacy and tact. Forge and sustain outstanding client relationships while managing multiple work streams.
