Full Job Description Overview:
Job Summary Manages the Laboratory Information System including development, maintenance, design, and documentation of software and hardware applications. Serves as a liaison between the laboratory staff and information services. Works under the direction of the Director of the Laboratory. Responsibilities:
Key Responsibilities / Essential Functions 1. Evaluates existing use of clinical systems by laboratory staff with emphasis on system design, procedures, workflow, and paper forms. Collaborates with, and guides staff in identifying opportunities for eliminating work and improving quality. Identifies opportunities for improvement and communicates with appropriate individuals for solutions. Follows up with staff and develops strategies for implementation. 2. Coordinates and manages all software upgrades/overlays. Monitors and documents hardware maintenance. Develops plan for upgrades/overlays, coordinates testing, and maintains documentation. Documents hardware maintenance as required. 3. Oversees the daily operations of the clinical laboratory systems. Monitors error logs for problem identification and resolution. Works closely with Information Services staff to identify and correct problems. Maintains appropriate documentation of unacceptable performance including downtime, errors, etc. Resolves problems in a timely manner. Communicates unresolved problems to lab administration. 4. Follows established standards of system design, configuration, and testing during development process. Maintains timely and accurate documentation of design, configuration, and testing. 5. Coordinates maintenance changes and necessary table/files updates with laboratory/database personnel. Implements deadlines as required. Develops plans to ensure that changes are tested for accuracy. Documents appropriately and meets all required deadlines. 6. Implements consistent, reliable reporting system for outreach program. Meets needs of outreach manager for timely reporting to clients. Resolves and documents problems. 7. Negotiates, orders, installs, and troubleshoots instrument interfaces. Maintains complete documentation of instrument interface installation for time of order to implementation. 8. Responsible for troubleshooting and problem solving with clinical users. Maintains logs of problems and solutions for review by administrative staff. Resolves issues in a timely manner. 9. Ensures compliance with accreditation agencies and /or current legislation. Develops quality assurance monitors as required. Ensures that procedures are written and reviewed as required. Monitors and documents quality indicators. 10. Implements and monitors downtime procedures. Ensures personnel are trained in execution of downtime procedures. Monitors downtimes for problem identification. Resolves problems in a timely manner.
Qualifications:
Minimum Knowledge, Skills, Experience Required Education Certification as a Medical Technologist from a nationally recognized credentialing agency, i.e., ASCP, HEW, or AMT. Experience Minimum of 4 years experience in a clinical laboratory and experience as a clinical systems analyst with demonstrated competencies in the following LIS/HIS systems training strongly preferred: Systems fundamentals Tables and files Internet or advanced language coding in field of expertise Project management and leadership Visual C++, Visual Basic, Java (beginning knowledge of at least one equivalent language) or equivalent advanced language coding in field of expertise. Mentoring System development competency and responsibilities Research on systems applications and interfacing Fiscal responsibility Professional affiliation/leader/certification Customer service leadership LIS Analyst or Administrator Additional Skills/Abilities Must have excellent communication skills with the ability to work in a fast paced environment, requiring prioritizing and changing tasks frequently and quickly. Must have knowledge of current standards, legislation, practices, delivery systems, documentation methods and trends in medicine.
