May 9th, 2025•The IT Business Analyst provides proactive technical expertise to facilitate the effective use of technology products, customized business solutions, and on-site support services to department customers. Embedded within assigned departments, the analyst collaborates closely with leadership and line staff to gather requirements, analyzes use cases, maps workflows, conducts as-is and future work state analysis, documents processes and procedures, and recommends improvements by leveraging technology, including automation, machine learning and generative artificial intelligence (AI) through critical analysis to meet specific business needs. Reporting to the IT Service Delivery Division Manager, the IT Business Analyst acts as a liaison between technical teams and county departments to ensure solutions align with organizational goals, supporting data-driven decision-making and helping optimize the county’s use of technology.

EXAMPLES OF DUTIES

Analyzes current business processes, identifies areas for improvement, and provides innovative recommendations to increase efficiency and effectiveness through enhanced use of technology. Translates business needs into clear, actionable functional and non-functional requirements for IT teams that support specific business needs, requirements and use cases. Pro-actively Identify pain points, inefficiencies or opportunities for improvements in business processes through investigation, collaboration, and partnerships. Assists with project planning, management, coordination, and technical support during project implementation. Should have a working understanding of Agile, Scrum and/or Waterfall methodologies. Perform complex troubleshooting procedures and conduct system and data analysis to resolve user problems reported to the service desk. Facilitate meetings, manage expectations, and ensure stakeholders understand technical constraints, workflow improvement impacts, and collateral business requirements that enhance business operations. Integrate new and existing systems to minimize duplication and enhance information collection and dissemination by mapping current and future-state business processes using analytical tools like flowcharts, diagramming, and critical path analysis. Should have a working knowledge of Visio, Confluence or Jira tools. Research trends related to information systems and business applications, and attend meetings, conferences, and user groups focusing on automation, machine learning, artificial intelligence, wireframes, and what-if analysis. Create and maintain documentation for business processes, requirements, and solution specifications, ensuring all information is accurate, comprehensive, and accessible to relevant teams. Integrate, test, deploy, implement, and maintain software and applications. Assist users with data and reporting needs, providing specialized technical support. Help manage organizational change by addressing resistance and ensuring smooth adoption of new processes and tools through education, active listening and user guides. Coordinate and participates in problem resolution, ensuring smooth operation and user satisfaction. Determine integration requirements to ensure interoperability across multiple platforms and technologies. Review existing systems and equipment configurations, making recommendations for upgrades when necessary. Collaborate with end-users to identify strengths and weaknesses in computer applications to ensure proper functionality and ease of use. Provide technical assistance to staff through the creation of documentation and hands-on training sessions. Provide project status updates to all stakeholders. Integrate, test, deploy, upgrade, implement and/or maintain software and applications. Serve as a liaison and provide assistance to IT staff, departmental managers, and vendors to coordinate installation, configuration, implementation, troubleshooting, and integrations of information systems within your departments. Minimum Qualification Requirements:

Bachelor’s degree in computer science, business or information technology, related discipline, and minimum of 2 years of related technology experience or a combination of education and experience.
