About the Role
Join a collaborative, mission-driven environment within the client IT and the Office of Long-Term Services and Supports (OLTSS). We’re seeking a seasoned Senior Systems Analyst to drive complex system and data integration initiatives across multiple healthcare technology projects. You’ll work closely with business and technical teams to optimize workflows, design efficient system architectures, and enable data-driven decision-making.
What You’ll Do
Lead discovery and design sessions with cross-functional stakeholders to capture business goals and translate them into functional/non-functional requirements, epics, user stories, and workflows.
Model and analyze system architecture including data flows, integrations, EDI/ETL transformations, and interface specifications.
Manage full requirements lifecycle
, ensuring end-to-end traceability from scope through testing and delivery.
Collaborate with engineering teams to document solution design and validate user/system test plans, including edge case scenarios.
Create and maintain documentation such as BRDs, TRDs, DRDs, and SADs in a controlled SharePoint environment.
Act as a data SME
, assisting with data discovery, mapping, source-to-target analysis, and reporting to improve system integrity and test coverage.
Proactively manage project risks, issues, and timelines across matrixed internal and vendor teams.
Support compliance by applying the client data privacy and NIST-aligned security standards, especially for PII and PHI.
Mentor junior analysts, lead peer reviews, and ensure knowledge sharing across teams.
Minimum Qualifications
5+ years experience in systems, business, or data analysis-ideally in healthcare or large SaaS system environments.
Hands-on expertise with SQL, ETL, EDI, APIs, and web services

Familiarity with tools like Jira, Visio, RQM, and Microsoft 365
, and experience documenting requirements in Agile frameworks (e.g., IIBA, TOGAF).
Deep understanding of SDLC and software testing lifecycles including UAT, integration, and performance testing
.
Demonstrated project management capability-agenda planning, governance tracking, risk and issue logs, and vendor coordination.
Bonus Points For
Certifications:
CBAP, PMP, TOGAF
, or Six Sigma
.
Experience working within government healthcare systems
.
Strong presentation skills and ability to translate technical concepts for non-technical audiences.
